You tried deleting 'user.reg', then trying to launch the game (don't have the launcher running while you do this!)? You also tried deleting the Preferences folder? And what exactly do you mean by it won't launch? Please be specific... I know being vague is all fun and all, but it's not helpful to anyone (especially yourself).
Before we can know how to fix the problem you're having, we have to know what problem you're encountering, and we can only do that if you're willing to provide more information. -
Did you try updating the NC Launcher?
Try going into ~/Library/Preferences/City of Hero Preferences in Finder and deleting the file 'user.reg' file. Can you now start CoH? If yes, update your launcher, it's out of date. If no, then try deleting the rest of the files in that folder and try again.
Try some stuff proposed here and post results. Even if they don't work, saying so will give us information that could help fix your problems. Simply whining about it will accomplish nothing (unless you've got some cheese you need to eat... har har!) But, in all seriousness... try it!

I am, quite likely, going to work it into many of my future builds. It most definitely provides a nice source of AoE... It's by far the best pool attack (Air Superiority is debatably the only other decent one), and CJ/SJ are powers people already frequently took anyways. -
DM/WP? If you're willing to play another DM, WP should give you a totally different experience from /Regen, since it's all toggles/passives (plus the T9). Will Power is also an extremely survivable secondary, especially combined with a high-survivability primary like Dark (woo for -tohit, fear, and +heal!).
Of course, if you're wanting big red numbers... There's always Fire -
It sounds like your NC Launcher is out of date! You need to update that, because the old launcher (used for i20) had issues with the Paragon Market (when loading the Paragon Market, the Qt Framework is first initialized, which results in some extra registry entries being made in the user.reg file in the Preferences folder, which the older NC Launcher borks on upon parsing).
A lot of the issues CoH has on the Mac are the fault of Transgaming, as Paragon depends on them to patch/update/fix Cider whenever they encounter a new issue with it, and Transgaming doesn't appear to be incredibly responsive anymore.

Paragon actually did hold off the Launch of i21 due to issues with the Mac client (hence them announcing the date at PAX like they originally planned, as well as the NCSoft Store removing all the boosters/expansions so long before the release!), but eventually they had to push it out (and they fixed the launcher bug at the last minute, and the text error on the Paragon Market soon after that).

Perhaps they really are just paths without enemies... and to emphasize that they added the nifty transition effects and coloring. Could be they were mostly wanting to show off a new system they had been working on (possibly in prelude to bigger and larger things).

All characters on an account. It lets you use them from level 0 (i.e. in the character creator) and beyond, without having to ever do the respective unlock mission.

You'll have to wait until 41 to pick the power. You can start doing the Patron Arc the moment you hit red side. If you respec once you unlock the Patron Arc, you can then take the Patron powers at 35/38.

Yes, when they cycle in new VIP rewards, you would have to re"buy" them with tokens. The rate is going to be slow enough that you'll always have enough tokens to buy them before they cycle to a new set, at least as long as you don't spend any on the renewables. Purchasing extra PPs should put you ahead as well.

I did. Contacting Support might also work, but they might tell you to change it.
If you're using a password that's acceptable by the current rules, you can just change it to itself (if it's too short/doesn't meet the requirements, it'll obviously have to be something different that does meet the rules...). Seems like just changing it is the easiest and fastest solution. -
If you had only trained up to 37, you could have started in an APP/PPP at 38... but, since you're 39, you would have to respec to change your prior powers... not sure what you were expecting, since a respec is the only way to change a power you already took!

Based on the info in your post, you would be a premium (VIP now) account, and not a free account. I'm not sure why the NCSoft website claimed you were a 'free' account (unless it can't distinguish between Freem and Preem accounts and just calls both 'free'... which would be a bad design issue!), because you definitely aren't (you had previously bought the game & played... if you've ever spent money on/for an account, it's preem!).
It sounds like the message you got from the GM misunderstood what you were asking, since the issue you're having is that you want to apply a code to an account that shouldn't be able to actually have it applied to it, but the NCSoft website's account management interface claimed you were freem instead. -
You'll be able to start picking powers at 41, since that's the next level you can pick a power at. If you respec'ed, you'd be able to start at 35.

ATI... The latest drivers have known issues with CoH. I believe 11.4 is the latest version that didn't have the regression. There was another thread recently about the same thing... maybe I can find it

Regeneration is all two of the powers do (Fast Healing and IH), and a portion of a third (Integration), along with being enhanced as a side effect of Dull Pain. I'd say that Regeneration is a large portion of what gives Regeneration decent performance (plus, it's the namesake of the set).
For comparison purposes: At level 50 with just common IOs (and no +HP buffs), Regeneration's non-clicky (FH + Health + Integration) regeneration heals as much over time as Reconstruction... That is, on average, both heal you for ~34 HP/Second. With any sort of +HP (Dull Pain, Accolades, Frost Works, etc) the regeneration will pull ahead pretty quickly. It might not be IH levels of regen, but it's still much more than most people realize!
Edit: Oops, the build I ran those numbers through actually had +58% recharge from IOs, so FH + Health + Integration actually beat Recon for HP/S. Your passive regen would be ~32.2 HP/S, and Recon would be 28.7 HP/S. -
Are you two running Windows or OSX?
Have you had the NC Launcher check for updates today? There was a few updates this week for the launcher, some of which might have helped your problems.
You could try quitting the launcher, and then going into the CoH installation directory (exactly where it's located depends on how you installed CoH) and deleting the '.ncpatch' files... You could also try using the 'Repair' option in the NC Launcher... both of those are just total guesses as to what to do. Have previous patches been able to be applied succesfully? -
Is this the sort of missing letters you're getting?
I received this error on the beta server a few weeks back when I was running Fraps as I was zoning into the tutorial. I think I've only ever encountered that specific error when Fraps was running, though...
If that's not what it looks like, what video card do you have? Posting a screenshot of it might also help (you can use the print screen key on that screen, and then past the image into MS Paint, then upload that to a site like imageshack.us). -

There's a new Tier 5 (must be 14+ and have two powers from the pool already) power in the travel power pools (Fly has Afterburner which makes you go past the fly speed cap, SJ has a watered down shield charge clone, Teleport has a power that lets you jump to a list of zones directly, super speed has a power that instantly recharges all your primary/secondary powers).
Patrons/APPs now unlock at level 35.
The other pool powers haven't been changed (might have been some minor tweaks I missed, but definitely nothing big).
Various other powers have been tweaked/modified, plus a much of sets have been proliferated. -

Just for future reference, the 'Account Items' tab are things that every one of your characters can claim, while the 'Character Items' tab has stuff that can only be claimed a limited number of times regardless of what character you're on (so if you claim them all on what character... none of the others can claim them!).
The 'claim all' button only shows up for 'Account Items' items. I'd recommend just clicking claim all, it's much faster (when you get to the items with choices, it'll just pop up the menus one after the other). -
Both seem like good suggestions to me.
2 would put the set more in line with the other self rez powers in the game. As you said, Revive right now is basically equivalent to a wakie... if you pop it, there's a good chance you'll go back down before you finish animating! -

That file you can then double click on the other computer and merge with the registry, and it'll load all your graphics settings (along with a couple other things, like last logged in account and installation path... the latter of which could potentially be an issue).
