Just for future reference, the 'Account Items' tab are things that every one of your characters can claim, while the 'Character Items' tab has stuff that can only be claimed a limited number of times regardless of what character you're on (so if you claim them all on what character... none of the others can claim them!).
The 'claim all' button only shows up for 'Account Items' items. I'd recommend just clicking claim all, it's much faster (when you get to the items with choices, it'll just pop up the menus one after the other).

And technically the majority of those powers are "Inherent" not temp. 
Except for ranged brawl, they need to move that one anyway.

Here's a follow-up on that I am wondering now. I've made one new toon since i21 launched and grabbed things like the sands of mu, blackwand and nemesis staff power that the vet badges used to grant. If I go and make another toon, does that toon now have those options to grab the items as well, or are those options now gone?
Anything under Account Rewards can be claimed on every character you make but only once per character.
OK, I had only a few minutes to check out the new character creator and the new powersets, but I did have one problem that I couldn't resolve - where are the veteran temp powers? They used to be in the Vet Badge menu, but that's all changed ... where's my Nemesis Staff and Sands of Mu? The Base Transporter?
