I also have been downloading and it seems mine is restarting as well.
It's been upsetting not being able to play the new content 
It is also worth adding that I wanted to buy the Beam Rifle powerset at the 20% discount price, but I can't access the Paragon Market since the game download is on a loop that has lasted 4 days.
Glad to know I'm not the only one. So does anyone know what is going on?
Are you two running Windows or OSX?
Have you had the NC Launcher check for updates today? There was a few updates this week for the launcher, some of which might have helped your problems.
You could try quitting the launcher, and then going into the CoH installation directory (exactly where it's located depends on how you installed CoH) and deleting the '.ncpatch' files... You could also try using the 'Repair' option in the NC Launcher... both of those are just total guesses as to what to do. Have previous patches been able to be applied succesfully?

For me, previous patches have been fine. I even patched the beta server before trying to patch Freedom a second time to see if that was it. The beta patched perfectly fine.
I just tried downloading Freedom onto another computer, and when it got to 100%, I got some weird error message about it being corrupted. I closed down the launcher and the patch started downloading again.
I was encountering the same issue. What eventually worked for me was updating the Beta server and then copying over to the live install location. I forget which files exactly I had to get rid of (think it was checksum and something else). But what I copied over was the piggs folder and the game's executable.

My guess, he uninstalled it trying to fix the problem he's got now, Texas.
The thing to do, I'm understanding, is to use the trickle download... that is, launch the NCSoft launcher, then let it trickle download the client. DO NOT force the update, because what you're experiencing is what has happened to lots, including me.
Lesse, that post is somehwere.... Search isn't workin' good enough. Anyway, do the trickle, DO NOT force the update. Although I don't know how that works from scratch, it should just know that you want it, so let it just figure it out. THEN do a verify of the files (Consistency check.)
It should work then. At least, that's what the post said, basically.
If you've tried all that, well... perhaps your internet provider is an issue, or a AV/malware scanner is on, or you've got a bug...

Okay, I'll try that. And to clear up the beta thing, I was able to patch the beta fine on my laptop, but I also tried to patch Freedom on my desktop to see if it was the launcher itself or my computer. My desktop doesn't have the beta on it.

I've been trying to download I21/Freedom since tuesday and I have been running into a strange problem. I've downloaded the 2501.1 MB patch fully twice now, and it starts over again. Usually a patch downloads, I launch the game, then does the full download, but this patch just keeps repeating itself.
