Although I am sorely tempted to just fly around atlas, remembering the awe I felt when I first logged on in April 2004 and saw what felt like hundreds of heroes running, jumping and flying about on their way to becoming legends.

When did they consolidate them to one location? At one time there were some located on the east coast and a group on the west coast.

I apologize if this has already been mentioned, but I didn't see anything in the first 8 pages I read.
What if the Proc was changed to a Percent chance of converting KB to KD? -
"Bruising" appears to be a 20% proc no matter how I slot it. The power also gives mostly positional defense in a type defense primary. Damage wise it is listed as a minor damage power so in that respect I thought it could be sacrificed.
Looking over things now I will be dropping Hasten and picking up Block of Ice to use on Sappers and other issue casing mobs. A slot will be taken from both Weave and Crushing Blow to four slot it for a set of Devastation or Baslisk Gaze for either more regeneration and hit points or increased endurance. At level 46, I have been running without Build Momentum so Hasten just hasn't felt like a necessary power. That may change after the respec.
Also what do you think would be a good Alpha. Cardiac or Agility?

Greetings all.
I am looking for feedback on my Ice/TW Tanker. This is my first Ice buid so I am looking for some pointers and suggestions on how to improve it. I'm pretty much a casual player so it has been more about enjoying the game then min/maxing or playing certain content. I have a modest Bankroll for this project at about $400 million, 2000 merits and 6 or 8 Hero merits and what I can scrounge from other toon stockpiles.
Design Goals:
General purpose Tanker for anything Positron TF and above. PVP is not really a consideration.
Minimal use of Purple Sets. ( I have a couple of pieces in this build, but they were drops.)
No side switching for Power selections.

Version 3 I guess....
Looked at your build and decided to swap out a LotG set for GotA set. I can see your point about End usage when there aren't targets to draw from with Energy Absorbion, but how often is that going to occur on a Tank? AV fights? Boxing becomes a mule to get some more End Recovery and I may be able to find a couple purples to double the recovery there to 4%. Numina is down to the one Proc in Health. Most of the Procs in the attacks are going to be replaced with End Reduct. IOs. Still on the fence about Defensive sweep and what direction to go with it.
Is it better to increase your End Max or your Recovery per second?
Other comments:
The blank in Icicles is for the ATO Proc.
The common End Reduct IOs will be bumped to 50+5 where possible with priority going to attacks.

I dislike the use of Oblits in Whirling Smash and Arc of Destruction as the set has extremely poor endurance reduction. It's also a set focused on Positional Defense, not Typed Defense, which is Ice's strength.
My preference would also to limit the amount of slots allocated to Health and Stamina. 2 in Health, and 3 in Stamina and use them else where. Such as adding a slot to CJ for Karma +to hit. Maybe push Icicles to 6 slots, 5 of which would be dedicated to Scirocco's Dervish.
I haven't taken the time to put together a build for my Ice/TW yet so I don't have anything I can show you at the moment, but those are places I'd change right off the bat.
The number of slots in health have bothered me as well, with the three procs in there some of the 2 slot bonuses in those sets are useful as well, but again I am open to alternatives.

I did have Doctor's Wounds set in Hoarfrost initially, but it seemed that the set bonuses I got from Numi were more useful then another 5% recharge. It is perhaps against standard practice, so a little more insight behind your comment would be great. -
Its been a while since I posted anything or really put much effort into a build using IOs. I don't have the cash or the time to invest in earning the cash for all of the nice shiney things on the market. By robbing both Peter and Paul I can come up with 400 million influence, 2400 merits and 10 Hero merits plus some purchases using VIP merits to try and piece together a Ice/TW Tanker.
The goal is to make a General Purpose Tanker, that can function at all levels of the game. I think most of it is self explanitory with a few additions.
ATO Proc in the empty slot for Icicles.
Defensive Sweep is a Proc generator since it give Positional instead of Type Defense.
So give me so feedback!

One minor thing about your build. Unless you have the 60 month vet reward, Fly is not available at 8. You would need to flip swift and fly around to make it a legal build. If you do have the Vet badge then you could possibly drop AS for something else if you like.

I recommend that you wander over to the Kheldian forum and look for some advice. It has been repeated over and over again that Kheldian do not play the same way as any other Archtype in the game and it is true. Admittedly they are not super strong until later in their careers, but they can still have excellent odds on day one of defeating a boss in a Safeguard mission or any other mission.
The people in the Kheldian forum are friendly and will be more than happy to help with strategy and build advice. -
I am happy with the current Granite form. I would vote "no" for a change without seeming what the alternative is.
As for the other armors, I tend to use the Huge body type because it reduces overall amount of coverage of the lesser armors. -

You've been to Baja Fresh? You can answer a question that has bugged me for years.
A little back story, I worked at a comapny that made the wraps that your food is wrapped in at fast places. Over the 11 years I worked there I saw sheets for places I have never heard of, most were cool, some were stupid looking. One that always bugged me was the Baja Fresh sheet. The smallest we ever ran before Baja fresh was the 10 inch by 12 inch wraps for Wendy's. Baja though, was only 6x6. We could never figure out what the hell they used a 6x6 wrap for.
So, if you know, what do they wrap in a 6x6 piece of wax paper?

I'm sure that many of the badge names will find there way back into the game.
Leaving them in and allowing people to buy them will ultimately lead to another flame war.
I would rather they take them out and give the names to something significant then to have them as another grind badge. We have enough already. -

Really?? Even more annoying then listening to people spam stupid comments about costume contests participants or the incessant spam for Sewer farm teams? You have a pretty thin skin then my friend. Making threats about leaving or not renew a subscription will lend your argument little weight.
Personally, I feel that they should have spread the starting contact out out to the various zones so that every toon did not start AE in Atlas. It still means that all level 1 toons would start in GC or AP, but the higher level toons would be sent to a suitable zone for their level. It could potentially reduce the amount of spam on the Broadcast channels or the lag due to population concentrations. But I guess the cow is already out of the barn so to speak. -
I think that this issue has less to do with new players having trouble learning how to manage their Endurance bar and more about players who are use to having SOs/IOs and Stamina and don't want to have to pay attention to their Endurance bars.
You keep asking for reasons why reducing the timer would be bad, but I haven't seen a good reason why the current system is broken. There is no risk in using Rest unless you do it in the middle of a fight, so the current debuffs are trivial. Your reduced timer idea also does not address the fact that it also is a self heal.
Finally if all else fails and none of the other options given for End Bar management works for you, you can always put more than the default slot into Rest to reduce Recharge time. Afterall Respecs area about as common as Costume tokens these days. -

This is part of what I was saying about the nukes. We don't exactly know what they are for (and Castle is implying they might not have been for anything at all specifically). But if they are meant to be alpha strike weapons, they should have enough damage potential to get the job done all by themselves, because their crash precludes finishing off crippled targets. If they are meant to be last-ditch finishing blows, they don't need to necessarily have as much damage to one-shot things, but they should activate very fast.
Which is the dillema regarding them. In my opinion, they are too slow to be finishing blows, and they are too weak to be alpha strike killers given their crash. Which means the combination of attributes makes them poorly designed.
If they were:
1. Really fast, so you could use them in an emergency
or
2. Strong enough to ensure there was almost no chance of something being left behind to fight you while you were crashed
or
3. Didn't crash endurance AND stop recovery (did one or the other, at worst), so you could continue to fight (albeit in a possibly degraded fashion) after the blast
They'd at least be *specifically* designed to function in a certain way, without players having to attempt to bypass the powers' restrictions in some way.

It would seem to me that if it was a "panic" button attack that may or may not eliminate a foe while draining the user it should perhaps have a "shellshock" component. With the exception of Ice, all of the Nukes I know are about are explosions, so it seem reasonable to me to have a short duration disorient. -
In think about whether MOG would be useful in a no insperation world, you also have to wonder how differently the game would be built if it did not take inspirations into consideration.

This may be slightly off subject, but has there been any talk about changing the claws themselves? The COV version look so much better than the Leaf Rake version that the heroes get.

With my level 20 controller I have found that if you prod them with SW after Confusing them they tend get their act together and attack. While I can't confirm that you get the XPs for doing damage to them, they do count towards the badge requirements.
For the most part I have been following the same path as you have indicated in this guide, but I have found that while I do solo alot I also tend to want to Duo with a RL friend. I have been thinking about picking up Recall Friend as a useful tool. Can you suggest a point in this build that you feel you could insert this power, and what the possible trade offs are. -
Let me inject a stupid question here. The slots for the basic attacks are adjusted based off the minion summoning power slotting. Are the additional attacks given by the upgrade powers ajusted from the summoning power or the upgrade power?
