I soloed that one on my claws/SR scrapper at +0/x5 a few days back. After about ten minutes of scrapperlock, I described it in one of the global channels as "a worthy challenge".

There are set bonuses that can give you psi protection (but not enough to be worthwhile without weakening the other aspects of your build). The Elusive Mind accolade power gives you 60 seconds of basic protection, but it's on a 25-minute recharge. Other than that, your best bet for dealing with psi is teammate buffs: Maneuvers, Dispersion Bubble, Regeneration Aura, and so on.

I've got a fairly good feel for "two minutes", so I re-cast Speed Boost whenever it feels like time towards the end of a fight. If someone isn't within range at that time, they miss out.
Once I get Fulcrum Shift, Siphon Power is only used on teams as a debuff -- since I tend to be within scrapper range of the tank, I'm usually at the damage cap.
Transfusion is very situational: I use it as a regen debuff on AVs, and if someone's health is low, I'll target through them, fire off Transfusion, and hope it hits something worthwhile.
Transferrence doesn't get much use on teams. It's part of my attack chain for AVs, and if someone's fired off a nuke or had a godmode crash, I'll use it to get their endurance back up. Other than that, Speed Boost tends to take care of endurance problems. -
The 10.8 Linux drivers fix the AO/FSAA and DoF/FSAA problems for me, but they've got their own problem: they'll crash on X startup if there's a CRT monitor plugged into the upper DVI port. A CRT plugged into the lower port works just fine.

The good names aren't inactive. The inactive names aren't good. A name purge isn't going to free up "Dark Steel" and "Silver Bullet", it's going to free up "xXx Bob xXx" and ".P U N 1 S H E R".
Incidentally, there are still plenty of good names out there. I picked up "Dr. Frankenstorm" on Virtue the day after Going Rogue came out. -
For those of us who don't play that other game, what is a "daily", and why is it considered a bad thing?

How so? I don't believe Sprint is mutually exclusive with any other source of stealth.

I'm guessing it's one way that the servers deal with load: the more players there are, the fewer pedestrians the game generates.

The "plus plus minus" you're seeing is a trick to make flyspeed enhancements more effective: the big increase is affected by slotting, while the decrease and the small increases are not. Net result is that flyspeed SOs give about a 45% increase to flight speed each.

This seems to be resolved. Power descriptions contain phrases like "begins the Empower and Weaken combos" or "is the finishing move for the Attack Vitals combination attack". The "detailed info" window on the finishing moves has notes like "5 ticks of 2.05 lethal damage over 4.1 seconds after 0.5 seconds delay (only when Attack Vitals combo is completed)".

I fully slotted my stone/fire for +run speed bonuses. While in granite, it felt like (non sprint) running, as soon as I clicked rooted .... All those bonuses were wasted.

Arcanatime says that the Slash -> Focus -> Swipe series will run in 3.95 seconds.

Assuming that Mids is correct, you need Flash Freeze to take Hoarfrost. Ice Blast won't do it. Presumably, this is a bug, so you should report it.

No idea if it'll be any good, but it'll certainly be rare. -

If you're installing from anything except a Going Rogue DVD, the first time you run a newly-installed copy of City of Heroes, it needs to download about 3 GB of game files. This does take several hours on anything except the fastest internet connections.
There are two ways around it:
1) Install from a Going Rogue DVD.
2) Copy the City of Heroes directory from a computer that has CoH installed. -

If the devs make changes to powers, they'll give out free respecs so that players can adjust their characters to the new powers. For example, with Issue 18, the base fly speed was increased. Now, Fly with a single enhancement plus Swift with a single enhancement will put you just under the speed cap, whereas prior to Issue 18 you'd need two enhancements in Fly. The free respec lets players move a slot from Fly to another power, where it might be more useful.

Are these genuine bosses, or bosses that have been downscaled to LTs? If you're facing (for example) Devouring Earth at +0/x8/no bosses, you'll be facing Greater Devoured with LT class hitpoints and damage numbers, but with their full boss-class selection of powers.
Incidentally, it's not the bosses that are giving you problems against Devouring Earth. It's the Quartz emanators summoned by LTs: they give +100% to-hit to everything in range. -

Lucky: 10.81 actual, 11.2 Mids
Agile: 10.90 actual, 11.8 Mids
Dodge: 10.80 actual, 11.1 Mids
It looks like Mids is not applying ED when computing DDR numbers. -
That sounds about right. 14.54 seconds for my plant/storm controller; 15 exact for my kin/ice defender; 13.7 for my bots/traps mastermind. The big slowdown is the leadership toggles at 3.67 seconds each.

Defense debuff resistance caps at 95%. A SR scrapper can get there by putting the equivalent of three SOs worth of enhancement into each of your defense powers.
