How do I get to Neutropolis, as a Hero without the Going Rogue Expansion

You don't. This is very strange, and most likely a bug. When you choose it as your active mission does the location line tell you it's in Neurtopolis?
Yes under the mission in the compass it says Neutropolis
There seems to be a bug, so this happens once in a while.
You can try to abandon mission at contact, and then retake it. Eventually it should give a proper location.
And also /bug it.
Well its a story arc ender so i can't abandon it.

You can't auto complete it, but you should be able to use the new abandon mission feature. All that does is clear it from your mission list. You can talk to the contact again to get it again and complete it.

If you have the mish teleporter pop it and see what happens
I'm with this. Either it doesn't work, or it does, and it's hilarious. Like the time that Brute ended up stuck in Paragon City in I8.

We had a similar incident near the end of a Sis P TF. Apparently our mission was in the Praetorian tutorial zone
I had the same problem, I abandoned the mission and got it back and it was in Atlas Park instead, so that should work.

I recently came across a mission while playing as my Peacebringer - Forgotten Kheldian on the Justice Server, and the mission says I have to go to Neutropolis. I thought Neutropolis is only open to the Going Rogue Loyalists, and Resistance. Any help would be appreciated.
The mission is Defeat Dr. Rotheman, his men - located in Neutropolis. Its not a board the train mission either.
