Where are the pedestrians?

Ever since Going Rogue went live, I have not seen a single pedestrian walking around. Every once in a while, I like to click on the people to see how much patrol/prowl time I have. The maps also looks empty, without poeple. Hopefully on the next update they will add the pedestrians back!

Hopefully they will also make sure that pedestrians don't spawn in such huge numbers in some places that they are forced to walk through each other constantly. And maybe they will update all pedestrians everywhere to do more interesting stuff. One can dream.

I'm guessing it's one way that the servers deal with load: the more players there are, the fewer pedestrians the game generates.

I partially agree with this. Although it doesn't look that good to have a million pedestrians spawn on one specific spot, this game is severely lacking in terms of traffic and citizens. It barely resembles the population of a real, genuine city. It's more like a town than anything else.
