Assuming that Mids is correct, you need Flash Freeze to take Hoarfrost. Ice Blast won't do it. Presumably, this is a bug, so you should report it.
In mid's it's bugging the same way, but if you take it as a third epik power, at 47, it's right working. Maybe it's same in-game, and Hoarfrost is only available at 47 and not 44.
Should be able to be pick hoarfrost at 44 but i cant
