However, I'm all for (graphical only) dance hall emotes with shiny flashy effects. -
He wants to force every spawn of NPCs in Mission Architect missions to have at least one NPC with ranged attacks, and disallow "custom enemy groups" which import only a single NPC that summons more NPCs, like the Rikti Comm Officers.
This is to stop there from being extremely large numbers of NPCs which can be hit with Immobilize and then destroyed from range with no risk.
(Given how successful demon farmers have been, I'm not so sure forcing NPCs to only have at least one ranged attack would make much of a difference. I think making custom NPCs have a third mandatory power pick, essentially twenty varieties of EPP With Ranged Attack, might be a bit more effective... but only a bit.) -
A bit more specifically, I'm referring to the fact that amount and coinage are meaningless; all that matters is what you can get with what you make.
I'm making inf hand over fist right now because the Dowleys of our game are spending all their MA tickets on recipe rolls rather than uncommon salvage, which has consequently shot up to 500K on the market -- a market, incidentally, glutted with all the recipes they didn't want.
And the marginally brighter folks have, btw, also created a vast surplus of rare salvage. As soon as they finish kicking themselves for over-investing, they'll catch up to me and the market prices will equalize. They might be numerically higher than they were before, but that's irrelevant (see above).
Which means no more million inf-a-minute MA runs for me, but I'm not that dedicated to being wealthy anyway. -
I just wonder if anyone's going to figure out what I meant by it.

I don't really think so. MMOs have, since day one, been more about time investment vs reward. Getting the best gear, the best build, etc, always depends on how much prep time the player is willing to invest into it. Consequently, the goal of a player has pretty much always been to minimize time investment and maximize reward.
More general: Any system complex enough to be suitable for an MMO is gameable. The question we want to deal with isn't, "How do we stop people from exploiting the system?", it's, "How do we make the ways in which people exploit the system predictable?"
Think about it like protecting a house. You don't encase the entire house in a block of ugly steel that keeps anyone from getting in or out. You don't even wire up the walls with alarms -- because who's going to dig through the walls when there are windows right there? -

In fact... none of these really seem to embrace that idea. What it seems more like you're asking for is a streamlining of non-MA missions and the removal of all MA rewards (since you mention at the top that you're using 'exp' to refer to experience, influence, and prestige) except tickets... which, you know, pretty much guts it. That's especially odd considering your initial line -- some MA content is among the most challenging in the game.
Plus, none of that really accomplishes what you set out in the title. Farming missions still exist -- the demon farm, the pantheon farm, freak farms, etc -- and these are all Contact missions. Your initial idea would increase most rewards from those by 25%!
So give it a bit more thought, and clarify in your own mind what exactly you're trying to accomplish. -

Personally? I don't give a flying [censored]. If people want to present their idea, I don't care if it's been presented thirty times before -- it's new to them, and the worst it'll do for the forum is inspire someone to make up a new boilerplate. Likewise, as Zekiran says, there's plenty to be gained with a thoughtful necro.
Searching is good form, but it's not the sole keystone preventing the collapse of all civilization into chaos. -

I feel like this is neglecting one major facet of institutional implementation, which is that it has to be someone's job to design and install the filter, and that they have to be given that job by someone with the authority to do so. Barring unforseen internal emphasis, if this ball got rolling now, the system might be in place in, oh, three to four Issues. And that's being optimistic about estimations involving hardware requisition and setup. This is not going to make it to the top of anyone's priority list.

And y'might want to check out the sample size and distribution... as well as what the article actually says... on the citation they give for that line. But that's more a general "caution, Wiki-users" line than anything related to the OT.)

People who keep multiple accounts active usually do so for benefits above and beyond the additional character slots; it seems unlikely they'd cancel an account and lose those benefits now that so many more character slots are available, if they haven't already. -

So you click "quit mission" and 0-star it. I mean, the worst they could do is mildly annoy you and waste about 90 seconds of your play time.
Or better yet, as many people have suggested, the "Mission Contains" line could include "Costume Alteration." -
Doing a Freedom Force sequel/mod kit for CoX would be pretty sweet.
Or a squad-based game with building that simulated base raids if base raids worked. -
I don't see a problem with offering a Platinum Class roll that gives you a random purple recipe at 10k tickets.

You can open a new "floating" tray with the + icon on the powers tray. Find an empty one and you've got 9 spots to fill up with macros -- say, /macro fbook "em floatbooks", for one of my personal favorite 'waiting around' emotes. And a horizontal tray is too much of an annoyance, you can select it to be partly or fully vertical, or just force verticality by docking it on the side of your screen!
Now, adding, say, A-Z trays and the option to make floating single buttons would also be pretty handy. It's possible to write extensive macro/bind files that alter your existing trays to work just as well, but, well, I'm way too lazy to do that, and I'd say less than a quarter of the player base even knows it's possible.
