While the suggestion made me giggle, I couldn't seriously support it. I try to take a play-and-let-play attitude.
..My character in the rafters was actually pretty upbeat. I would be grumpy if.. "people", and I use that term loosely, were able to harass him just because he likes people to have a hard time bothering him when he's doing something else.

Dark set primary or secondary
pain domination
crouching
last local chat message within 30s contains specific words or emotes.
Failing to meet all or some of these checks renders the person an invalid target.

In other words you want to grief thier experence,
Why?
You dont like the "dark" heroes/villains dont gather were
they play, not ask the Dev for a way to grief them, less you
realy do want a play vacation.
Ever run into rafters on the blue bar in Pocket D infested with people crouching, raining their thick emotional muck on the people below while exuding the "I'm so dark and sad and in the rafters" waves?
I propose we get a temp power under special conditions that has KB on it titled "Cheer Up." It should spout wonderous particles and play the sounds of children's laughter while knocking the target back. It could also have a projectile animation like spirit sharks, but instead be a galloping unicorn.
