  2. CT:O even if 3 sloted for Acc with SO (or IOs)
    will give around one DO of ACC to your attacks.

    TT:L will give you 10% to hit even if unsloted for
    to hit, that is a bigger bounus to your over all
    "hitting" then you get with CT:O

    Were SoA leadership toggles are cheap to run end
    wise, and if you use IOs the fact that acc bonuses
    are quite common, leaving off CT:O once you hit
    your lv 24 respec is very common and IMO the
    better bang for your buck.

    Not to say the to hit debuff resistance isnt bad, it
    just isn't quite large enough for me to justify this
    power when with IOs and standard sloting I usualy
    have over 70% acc as it is.

    As to going rogue and side switchin SoAs
    I pray that we can't switch, though I'll
    guess we can. Its one of the aspects of
    the going rogue that will likely be my
    end of this game.

    Well written and accurate, if followed well, you should have no issue with
    getting shivans ever again. Same stratagy was told to me for my stalker
    over 2 years ago, and it has worked on every toon that didnt have the
    offencive punch to take them down fast (like a blaster can do).

  5. Devastation: In Snap Shot and Aimed Shot (I like a 4 set of these
    Acc/Dam, Dam/end, dam/rech, and the quad (45% to acc, rec and end with 95%
    damg) if you must use one more I'd use the acc/rec/end over the hold proc)

    Positron's Blast: In Fist of Arrows and Explosive Arrows
    Acc/rech is about right on this one for one to leave out
    (especaly as a archer youve got acc )

    Apoclypse: In Blazing Arrow
    Dam/rech (youll find having this power at 89% rech when you have other
    +rech already in your build is not as needed.

    Ragnarok: In Rain of Arrows
    (the proc or the dam/rech) if you want them on there butts then the dam/rec
    is your leave, but truly this is one id loose the proc fast and first

    Gravitational Anchor: In Chiliblain
    either the imob/rech or the proc, this one I'd chose the imoble/rech over
    the proc as the one to go

    Fortunata Hypnosis: In Flash Freeze
    not remebering what the proc does, if its the placate I think it is, loss it first,
    other wise sleep/rech

    Adjusted Targeting: In Aim and Build Up
    to hit/end, with either one your to hit is high enough to be realy good even
    without hte full cap on the to hit, hte end cost is bairly important, and the
    BIG one is recharge youll want them most on these powers
  6. Please dont sell my slot out yet, but know that I might have trouble making
    it to the tourney, if I'm not there at starting time then yes please have my
    spot filled and its my fault if I then just show up late. Just please don't fill
    it to early as there is a fair chance I will be make it as well.
  7. pvp forts need to be accoladed bad, also need to have heavy IOs to get
    anywhere in pvp, id recoment at minim 15% damg bounus in IOs and
    atleast 10% to your HP, I do OK in pvp with just under 1500 hp but have
    a VERY expencive purpled and LotG filled build.

    2) Helpfull pre the lv 24 remake, after that not needed less your realy
    worried about the to hit resistance (ie LOTS of CoT and pvp vs -to hiters)

    3) Not likely needed youll nearly softcap with just Forsight, Mindlink and
    maunvers add either stealth or mask (mask for you thats a melee one)
    and you only be a few IOs from a soft cap def to all positions.

    Add on) Membrain IOs or set IOs that are Def/Rech or To Hit/Rech are the
    ways to go. with 3 Membrains being the "perfect" choice as it ED caps all
    3 main areas of this power (def, to hit, and rech)

    And yes in game you cant add a "recharge" IO unless its part of a set.
    (you can add the strait Rech in the adjusted targeting set)

    True. In fact I agree with you. The thing is...it all depends on your basis of comparison. What you've said is very true, if we're talking about tankers using basic SO builds.

    IOs do change things. Inv gets really good with IOs. WP doesn't benefit as much. But Stone...

    Thing is... if you throw enough money into a Stone tank, you can get enough +runspeed and +recharge to mitigate the slow effects of Granite. You still can't jump and your damage will suck, but most stoners take teleport anyway. One of my SGmates runs a Stone tank that's been kitted out like this. As she likes to say, Speed Boost is greatly appreciated, but not required for her.

    However, her build is hideously expensive. Most Stone builds designed to mitigate Granite's weaknesses are, really. That does put it a bit beyond the casual player. Moreover, if she exemps...it really isn't pretty. It isn't pretty at all. Those could be considered weaknesses.

    Should we consider IOs or pool powers when judging how good a powerset is? I dunno. I think it at least bears mentioning.

    I will agree with this, I have a brute thats a /stone and IOed out its THE most
    resiliant toon I have, also runs at 21 mph thanks to my IOs. I often use the
    SB is welcome but not required to any kin I meet . (note also has -0% rech
    after IOs (yes it was expensive))
    But truly I find this toon more surviable then either of my tanks (inv and ice)
    though not nearly as much money spend on either tank (im more a red side
    player)

    Note a IOed out sheild tank can be insaine if you soft cap def (not that
    hard from what I've heard) you'll be very strong. But my money is on a
    Granite tank being best, if your not in to the stone "looks" then WP, INV
    might be slightly more survivable but the fast recovery would have me
    nearly making WP in a second over INV. (course have a INV tank and
    no WP tank make it easier choice to me )

    OK its a joke answer but realy there area few builds that do well, and
    even between them its a matter of pratice with your build and some
    luck as to how much practive your foe had with his/hers. There is no
    "ultimate" pvp class or build there are a few good ones but any that
    come close to being that best get nerfed as there isnt suposed to be a
    "best"
  16. first and foremost forsight is SUPER important towards your defences
    get it fast and slot it up. that base 7.5% def (at no end) with your
    defence debuff resistance, and your elusivness (if you dont pvp dont
    ask, you wont need to know, also this one isn't listed that we can see)
    its likely the most important part of your def package ahead of mindlink
    and manuvers.

    A widow realy gets it def power for being at the soft cap and only with
    those powers and one or two more (or nice IOs) will get you there
    then the little def buff res you get in forsight will help you the few times
    you do get hit if they lower def. Warning it wont do you great work vs
    a rad but most of those gun attacks will not kill you so bad once all def
    is in place.

    for a build rules I like the following on all my widow/fort toons

    4 manuvers
    22 forsight
    24 mindlink
    26+ stealth or mask
    combat jumping in there likely if the build is SS or SJ

    forsight and mindlink would be 20 and 22 if I didnt love stamina so much

    edit (i belive your debuff resis is enhanced as you enhance the def part of
    the power, might be wrong but dont think so)

    Fort can farm, but withough domimation or fury doms and brutes will be
    better at it. I havea heavy AoE "farmer" build and its a end hog, fortunatly
    its also got miracle and numina and lots of +end or +recover sets BUT,
    It still doen't hold a candle to what my SS/Stoner can do, yes a Granite
    brute can farm better then a heavy IOed fort. Though admitatly thats a
    heavy IOed granite (runs at 21 mph no kin around )

    So if you want go ahead and farm with a fort, you will have the tools to be
    succecful just not nearly as well as the fire/psi's or the SS/Fires that lead
    the farm groups in kill speed.

    Yes its a choice, but will that one choice lock my out of badges that my other
    toon on the same side can get it? Will it makes it so badge hunters out there
    will maxed out in badges differently if they did different things?
    like way 1 is XXXX total
    if you switched then its YYYY
    if you were were a villan that switched your stuck with QQQQ and so on.
    Being stuck with so many choices that lead to very different ends and totals
    is an issue for me. I like to have my main be my "do all" toon. It sounds like
    in Going Rogue they are effectively doing away with the ability to have a toon
    thats done it all, and that I will be very unhappy to see go (and its probably
    the biggest issue I have with this i16)

    You're entitled to your opinion, of course, but the above puzzles me. For example, what is it about being a mechanical and programming genius who has designed and built a variety of robots that is fundamentally evil? In the real world, a significant fraction of the development work done on advanced robotics is for rescue work, which most people would consider "good"; and the other large category is as weapons, which like any other weapon have no inherent moral value but are tools of the wielder. "Disgust" implies a pretty strong emotional reaction, and I genuinely don't understand why.

    First and fore most my objection to heroic MMs and the like has nothing to do
    with the "if" robots/mercs/street thugs/zombies can be "good" more that I have
    always been against seeing the compleat mix of archtypes. That and I do like
    to limit my exposure to my most hated class, normaly I do this by playing villians,
    as there are no scrapper players villian side (yet). But once this becomes live
    I'll be stuck and quite frankly will miss my previously scrapper free villain side.

    To many multi arc stories not enough story driven one shots (its not a farm)
    This one is light on story but it is there, lots of details (for a first and only arc)
    and some fun custom foes (not based on toons just made for fun)

    Personly I hope they take there sweet time with it, I hope my current
    pre paid time is over right around the time they release so I wont
    have to see MM pets in atlas, or have to kick some scrapper off a
    villain team thats not in a co-op zone.
