getting shivans impossible?
It's far from impossible. First off, I recommend you use the respawn trick that most lower-damage ATs use. Damage all the turrets down to a sliver, then destroy one. All the turrets respawn on the same timer - once you see the one destroyed turret respawn, attack and destroy it again. You'll then have plenty of time to sweep around and finish off the rest of the damaged turrets and get your Shivan.
As for debuffs, only the boss-class turrets have them IIRC. Choose a firebase that has no boss-class turrets.

Learn to strategize better. The pillboxes don't regen. Take them all down to a fraction of health, and then move on to the next one. Then take them all out in quick succession.

Get on a team, organize one here in the forums for shivan fetching, you will probably have more luck. Also, probably more luck at least sidekicked a bit. 16 is like, the lowest for a pvp zone even if you're going to be boosted to mid-range you're still missing most of the powers that a level 20 will have. Wait until then, or team.

Sadly I haven't found any way around the problem of the pillboxes that does not require teaming. As you said they just regen too fast for one player to keep up. Closest I ever got was a MM with pets set on agressive but even then, i just couldn't keep the turrets down.
Sadly this is the only reason I have for going into Bloody Bay.
Anyone have any suggestions here?
Edit: I guess they did. I'll have to try those.

If you use the tactics described above, you should not have any trouble getting Shivans. If I can get them on my Empath, you should certainly be able to get them on a PB.
As for not being able to complete missions without Shivans, I'd suggest turning down your difficulty.
Edit: Actually, Aett told you how to solve your problem. He said essentially the same thing I did in regards to the proper tactics for approaching firebase turrets.

Another thing to consider-- make sure you're on one of the easy firebases. The small guns in the middle should con white to you--if they are yellow, move on to a different base.
They don't heal, so getting them all down to near-death is a great strategy.
If possible, do this outside of prime time so the chance of getting killed during the process is lower.

Let me guess...
Faultline (Kurse and Nocturne), the Zombie Cooties arc (where you can no longer complete it without defeating Doc. V), and possibly the Hollows?
Or are you having trouble with one of the Kheld arcs (which shouldn't require any special powers)?
If you are having trouble with any of the EBs you face at that level, then an alternative to Shivans is the Hammer/Slammer/Blammer temp power trio (St. Louis Slammer, Gabriel's Hammer, and Revolver).

Aett was being far from sarcastic. As always, he was being very helpful and told you exactly how to solve your problem.
Also, what kind of missions does a level 16 have that you'd "need" Shivans?
Neither is hyberbole. You were having difficulty getting Shivans because you were not using good tactics - this doesn't make getting Shivans "impossible".
At any rate, you should be able to get Shivans in short order using these tactics. As for your missions, unless you have your difficulty up very high you shouldn't need Shivans except for certain EBs that might be rough for a level 16 (like Arbiter Sands or Dr. V)

In the last week I picked up a Shard on a fire/NRG blaster (easy) and an Ice/ff troller (not so easy).
The troller used the exact steps Aett describer, and which are given in the wiki page, the blaster just blitzed the turrets solo.

I also happy believe that the 35% accuracy is pure hyperbole, base accuracy at level 25 is 75% and the turrets have no accuracy debuff

That depends on the AT and powers. Since at that level, you only have room for 10 inspirations at the time, some heroes will completely run out while there is still plenty of EB left. And if the character is low damage, then that means constantly letting the EB defeat you and then restocking at the base or a contact on the way back and going back in for another round (repeating until frustration sets in or the EB is dead.) That of course is bad design.
I suppose an alternative is to use tier 2 or tier 3 inspirations instead of all tier 1. A full tray of the larger ones will last longer than a tray of tier 1 insps.

(I've described the exact same thing in my PVEers guide to PVP, I do believe.) I've done it with every AT, every powerset. (And honestly, it's easy on a PB.) Some power combinations may be more time consuming than others, yes. (See Ice/Emp, Earth/FF.) But it's not impossible, or particularly difficult, quite honestly.
Assuming the mission allows the quickest way to deal with an EB is to drop the mission.

Yeah. I considered that option, but chose not to bring it up since it was too obvious (same with letting the mission age a couple levels).
In fact, I now frequently drop the Council Vamp mission from Vendetti on my villains, especially if it is with a character that would have trouble taking such an EB down at that low level. By that point, I usually just want to get the blasted arc over and done with, get the Stone Cold badge mission, and move on to bigger and better things in Cap au Diable.

Yeah, I'm always amazed when someone says they can't do it with one of the 'tough' AT's. I've also done it on an ice/FF and my empathy defender as well - both solo.

i went thru took all the big outer turrents down to almost nothing then went and killed all the machine guns which ate up all 10 of my inspirations then killed all the outer turrents went inside and it said i must completely destroy them. which i did then all the machine guns had respawned with no insps i was just s o l so the info i got really had some holes in it somewhere sry guys didnt work!
so get a team together to do it or wait until you are lv 20 or higher to do it. you dont need shivans to beat anything in the game.

how are my comments not helpful? get a team together to do it or wait until you have more powers to take down the turrets faster. you should have no problem doing this. and if you took others advice on finding a base that spawns without the boss turrets then it shouldn't be an issue. as one of the posters said, he does this on an emp.
i have a lvl 16 pb that has been trying all morning to get some shivans.solo, is this impossible? well for me it has been my guy is accurate about 35% of the time attacking. its only when i get to the pillbox is where i fail. the respawn of the cannons are faster than i can kill them. then the 4 machine guns on top all open up on me. there accuracy is abot 60% so as you see it has been impossible fot me.
the inspirations i can carry are 10 which is not enough to counter their accuracy and my lack of it. plus am getting handicapped with their 2 continuous debuffs stagger and cant remember the 2nd one but one handicapps my damage the other acc and res i think. just way tooooooo much to overcome.is there a way around this problem other than teaming?
