Okay, you're probably thinking we should be doing Moonfire next, since the minimum level for that one is 23. However, Moonfire will be the Weekly Strike Target the FOLLOWING weekend so we'll do it then. And also the Drowning In Blood trial, since Moonfire is pretty short.

Feel free to do so. Improving AI routines is not easy. Also, that increases demands on processing power since the enemy NPC's run on NCSoft's computers, not yours.

Whatever you want to call it, proc is probably more accurate, particularly given your use of mechanics in the quote.
Secondly, I know it works all the way down to level 1. We already covered that. However, it is a global and NOT a proc. There *IS* a difference in how they function. It doesn't shut off when you exemp because it's a PvP IO. They work down to level 1, just like purples. This was never in doubt.
The Steadfast -knockback is a GLOBAL. It will work even if the power is off.
The Miracle and Numina uniques are PROCS. If you don't use the power, you will not benefit from the IO.
(BTW, Synapse specifically addressed these IO's. They *ARE* procs. Unlike most IO's that people think of as procs, these have a 100% chance of 'firing'.)
The fact that the Gladiator's Armor +def won't shut off down to level 1 is because it's a PvP IO. It has nothing to do with the proc/global distinction. However, the proc/global distinction is relevant when a power is greyed out because you have exemped below the level of the POWER. -

I don't care if you sue the EXCUSE "the NPCs are dumb". It breaks immersion, and really bugs many of us players, when NPCs have abilities that we players can't get even as incarnates.

Not sure if you actually read. The discussion was referring to exemping low enough that a power is greyed out. It was already established that PvP and purple sets remain active even if you exemp more than 3 levels below their level.
