    Except that's a bad analogy. If they give you $20, they no longer have it. With the O Portal, they can 'give' you one while losing nothing. I feel it's more like asking someone for a light for your cigarette. You're not taking their lighter, just asking them to use it once on your behalf.

    I would say it's blatantly obvious that they do. The question is, exactly what changes will be successful in increasing interest? In the absence of a crystal ball, they have to make their best guess. And, we can state with utter certainty, there will be someone who hates every change.

    Some of us use it. If I want to run DFB with some friends, I don't bother broadcasting for exactly 8 people. Once I have 5 or 6, we'll be able to finish it so I just queue it and see what I end up with.

    I think Wandering Aries' point was that it should say 1920 x 1080 (which is what I have also) and not 19200 x 10800.
  9. Okay, you're probably thinking we should be doing Moonfire next, since the minimum level for that one is 23. However, Moonfire will be the Weekly Strike Target the FOLLOWING weekend so we'll do it then. And also the Drowning In Blood trial, since Moonfire is pretty short.

    Wow. That sounds like a bug. If it's not a bug, it's a stupid design decision.
    Is it possible the error message was unclear and it was not letting you run the arc because you had teammates below level 50? That would make sense.

    Systems in an MMO get nerfed and buffed on an ongoing basis. That's their nature. If they nerf a power in the Staff set, do they need to offer refunds? If they know right now that they are going to nerf it, do they need to pull it off the market in the interim?

    The GM's implement policy, but don't set it. The devs create the game, but don't decide how it's operated. A broad policy regarding refunds would come from NCSoft corporate.

    Firstly, calling it a proc is not "probably more accurate". It is flat-out wrong.
    Secondly, I know it works all the way down to level 1. We already covered that. However, it is a global and NOT a proc. There *IS* a difference in how they function. It doesn't shut off when you exemp because it's a PvP IO. They work down to level 1, just like purples. This was never in doubt.

    The Steadfast -knockback is a GLOBAL. It will work even if the power is off.
    The Miracle and Numina uniques are PROCS. If you don't use the power, you will not benefit from the IO.
    (BTW, Synapse specifically addressed these IO's. They *ARE* procs. Unlike most IO's that people think of as procs, these have a 100% chance of 'firing'.)

    The fact that the Gladiator's Armor +def won't shut off down to level 1 is because it's a PvP IO. It has nothing to do with the proc/global distinction. However, the proc/global distinction is relevant when a power is greyed out because you have exemped below the level of the POWER.

    Firstly, I don't think they do. They definitely cycle them on and off randomly, whether mezzed or not.

    You were talking about powers not turning off when mezzed. If the enemy is mezzed, they can't run toward you, so this point is completely irrelevant. As for there being too many to mez, well, they're not mezzed so they aren't relevant either.

    Not sure if you actually read. The discussion was referring to exemping low enough that a power is greyed out. It was already established that PvP and purple sets remain active even if you exemp more than 3 levels below their level.
