At the very least, I noticed "BabylonToolbar" in the list of BHOs... that's a known piece of adware. I'd suggest installing MalwareBytes and/or Spybot: Search & Destroy and do a full scan of your system.

The only two other things that stand out to me are ESET and McAfee. I've not heard of their "Smart Security" suite (and finding information on it was surprisingly hard), and McAfee is well known for being utter trash... either of which could be causing problems.

Firstly, I got a good LOL out of this:

How many blocks away do you sit from that screen?!?!

NeWay, looks like that ESAT thing's geared more towards corporate malware security, but either way you've apparantly got two sets of security suites running and they're likely not playing well with eachother. My instinct would lean towards the ESAT being a bit more restrictive to gaming type apps than McAffee, but even McAffee is a bit bloated on its own. Granted, I'm sure just about everybody's drueling over your system specs right now and I doubt you're coming even remotely close to over tasking it. You might wanna try picking one security suite and uninstalling it, then see how things go.

I gave the boot to those programs and got me some Avast (I like it)
Will see if it happens again. Only time will tell.
OH also shot that Babylon thing out the air lock! Thanks for the heads up on that.

And as for the drool just get a bib I know I need one when I look at my computer

I have a 19 in(ish) wide screen Monitor and the Res looks good from where I sit. (and I am not blind lol!]

Thanks for the advice Ill try it and re-post when I know for sure.

I think Wandering Aries' point was that it should say 1920 x 1080 (which is what I have also) and not 19200 x 10800.

You may just need to reinstall your graphics drivers.

Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.

I agree with Hyperstrike. If your system is somehow incorrectly reporting a resolution of 19200x10800 then your apps my be trying to render at that resolution.

Uninstall/clean and reinstall you video drivers and see if that helps.

*edit - whew! changed "you're" to "your" before the grammar police caught me!

Soooo *laughs Nervously* Spamware aside I did a clean boot 100% new and shiny XD

And its still happening

I don't know what to do...I honestly don't.

Is it RAM? I tested that..

Could it be my heat sync?

Graffics card?

CHANGED BOTH THE COH HELPER AND HIJACK THIS to match new system setup

Not to sound snarky, but please clarify. Do you mean that you uninstalled the drivers, reinstalled, did a cold boot OR you completely wiped the drive and reinstalled everything from scratch?

memtest will tell you if you have ram issue. if it a power supply or gpu issue try running hardware monitor and watch the power supply and gpu temps. then try running pathmark gpu burn in. if you think it a cpu issue try running prime95.
