hmm.... I only have this on one tank and it's in his Tier 1 since I know I'll be spamming that for Bruising. I was able to keep it double stacked pretty consistently the last time I played him, which was a few weeks ago. It may have broken since then.

My main account has been more consistent, and has been giving the points on the 6th for four months now. Interesting that both hit on the 6th this month. -

My favorite toon..... yoiks. I have so many. Ironblade is broadsword/regen. He was my first, he's my badge hunter, he has... I think 8 Incarnate tier 4's. So, I still play him a lot.
Other toons I particularly like:
Tanks: shield/axe (50), ice/SS (50), stone/stone (50)
Defenders: time/rad (50), dark/archery (50)
Controllers: electric/storm (50), dark/dark (38)
Corrupter: fire/thermal (50), beam/traps (24)

Does anyone actually know the relative effectiveness of the powers, and how anyone should choose between the Assault options in the absence of.... well... clues? -
But what if that's NOT the intention? Who says it's "obvious"? Clearly, that *IS* the intention for the powerset version and clearly it's NOT the intention for inspirations. What if the pool version is deliberately intended to lie between these extremes in functionality? Maybe the design intent is that you need to be more cautious with the pool version, or have a teammate grab the aggro before rezzing.

This was never a good place for PvP. It was not in the game to start with and, as far as I can tell, they never really got it right. Or maybe it never really had enough people interested because it wasn't there at the start? -

Yes, they go for weeks without downtime, some weeks, but they still are likely to take the servers down on one of both of those days within each and every week.
Tuesday downtime is only occasionally and when there is a patch. Sometimes, like long weekends, holiday periods, etc the schedule gets moved around.
It usually is just Thursdays. -

Since this issue seems to be the only noteworthy deficiency compared to the powerset version, I stand by my statement that it's likely intentional. Feel free to check with the devs, or ask for it to be changed, but don't go claiming that you 'know' it's a bug.

I do everything with any character. I just like to feel that I'm making some kind of progress. It could be getting incarnate salvage. It could be earning prestige on my main toon. It could be earning Vanguard Merits (love that Vanguard HVAS). Or it could be good old XP.
I'm not picky. -

That's what I've heard, which makes it a different kind of mechanic from extra hit points like Frostworks grants.

I was under the impression that the lightning appeared where players were standing, like the blue patches of death in the Battle Maiden fight.

Most of the detailed information for these powers refers to you getting other powers, the effects of which are not described. Can any number crunchers tell me which Assault Tier 4 will give the most extra damage? If it matters, this is for a broadsword scrapper.

I'm not sure where the devs would rank 'vet' powers like this. This might be intentional or might be a bug. -
There should probably also be some kind of perception modifier. For example, if I kill someone with a GRENADE LAUNCHER, you'd think someone on the other side of the room would be likely to notice. Moreso than, for example, if I used a katana.
