Actually, we saw this complaint a lot even before you could switch sides. It's very common for people to go to an incorrect plaque. Did you actually use a map, or a screenshot of the exact plaque location, to make sure you were in the right place for each one?

1) Is this all chat forms? Have you tried both local and broadcast?
2) For an attempted fix, log into a toon that works correctly and, in the chat line, type: /chatsave
Log into the borked toon and type: /chatload
The chatsave command will save your chat settings to a default file. The chatload command will load the information from that file. Also, once you save a default file, it will be applied automatically to any new characters you create. -
Yes. Apparently one of the new clockwork types has a 'sticky' attack that jumps between targets (like one of the Mito types and one of the Rikti Riders). I'm skeptical that it's supposed to stick around after dying, but it appears to do so.

You can get them however you want - the tip missions you have, police scanner missions, street hunting, a task force, etc. Anything where you're fighting enemies level 20+. (Enemies below 20 will sometimes give tips, but that does not appear to be intended.) -

No, what I'm thinking is that 100 rolls is a ridiculously small sample. You absolutely can not draw statistical conclusions from a sample size of 100.

And I STILL think we don't need a freespec for each build. Start some more threads on the subject, why don't you? Face it, the overwhelming majority of people don't use the extra builds. There isn't going to be any groundswell of demand for a freespec per build.
