The AE change was bad, but still didnt curb power leveling at all. It doesnt take any real thought on how to manipulate the system in AE or regular missions to maximize XP gain (for PL) or get faster drops when solo. It may not be as fast as before the change, but it is faster than anything post aggro cap.
I have not tried CO. I am letting my second CoX account lapse. I will use repecs to get IO's off of toons and the server transfer feature to keep names on my primary account.
hamfisted implementation and stuffing it in to the elbow is not a good practice, especially when repeated over and over. -
Very nice. I was helping Tony get some of the tier 3 inspirations. I dont know which run it was for, but I gave him all I had.

I have not been gen'd yet, but I have one I figured has been reported a time or two.
Mammatus
It is currently storm/sonic defender. Though when electrical control is out it will be an elec/storm troller. It started as a storm/electric a long long time ago and it went to a galaxy far far away....
Mammatus is a type of cloud under a cumulonimbus which looks like a mammary. -

Just as Shield would not deliver if you pulled AAO because it cannot deliver a steady damage boost no matter the number of mobs around you.
Everything I am seeing tells me that Fire provides a better damage boost than shield in low mob groupings. Even capped on mobs I can not get AAO to get me much past 65% boosts reliably. Fire will give you 80% to everything for 10 seconds.
Now, if you want to argue Burn vs Shield Charge I am 100% on your side
Shield/Ice is 30% faster at the same exact missions as a Fire/Ice.
I have a 50 fire/ice and a 50 shield/ice. I ran the same missions using AE and using herostats, which unfortunately does not count everything, showed the shield/ice to be around 30% faster. This was done with SO's on both builds. NO IO's were used at all. The fire/ice did have the bonus of all accolades though...
Fiery Embrace needs to be changed. I think AAO is a much better power.
Shield Charge is much better than Burn, and to such a degree I dont think I could even make up a number to represent it.
SC affects 16 critters. Burn affects 5. Burn causes them to run away and back and not receive full damage. Ice patch helps... but only affects 5, and higher con critters will run off of Ice patch to get away from Burn. (burn and Ice patch do not affect the same 5 critters in a full spawn....)
Shield is not the greatest tank. It is the most offensive tank. Shield/fire is great and on a steamrolling team, probably one of the best.
I did get my fire/ice to 41% defense to S/L. This greatly helped the survivability. Defense Debuffs do chew it up, but that is where the resistance comes in with Healing Flames.
Numbers aside... play what you want to play. If you dont like it, play another. The point is to have fun. I have many tanks and each is good for different reasons. My badge toon, fire/ice tank, is the last one I take on things though. My other tanks are more fun. -

The ticks from Blazing Aura, even over time, do not compare to wiping out an entire spawn of minions, and almost defeating Lt's with one attack.
FA needs quite a bit to compare to Shield for most offensive tank.

remember one thing about Ice patch, and if you go back into all the old fire ice threads you can find many posts on this. Ice patch only affects 5 at a time. Purple bosses will try and succeed at running off of it. It is an added bit of control which is very helpful. Build up is also very helpful and having that extra bit of +tohit and +damage on top of AAO truly makes shield the "offensive" tank. (I have a 50 Shield/ice and a 50 fire/ice and the shield is around 30% faster at completeing the same missions in AE)
When you are soft capped or near soft capped you will not notice not having Ice Patch. Respecing out of it is an option... but you dont need control if the enemies are already defeated.
Frost is a great power and needed for Ice melee. It has a very wide cone, but it is short. Later it is really good to slot with Damage range HO's.
I rarely use Greater Ice Sword. It is slow and doesnt hit very hard. Teaming you wont miss it. Frost and Frozen Aura take care of Minions and Lt's that Shield Charge doesnt.
I would do your levels and IO bonuses completely different. But that is just me.

I'm sure he'll be willin' to listen to whatever transgressions happened to you, real or imagined.
I find this all pretty simple. If you want to talk, go to a different channel. You have up to ten. I have ten and dont use several now. I am a member of both mentioned here and I use both.
Most importantly... I dont get my feelings hurt or undies in a wad if someone says something, silences me, or kicks me from a channel. Waah waah wahh. (If I get kicked from a team for no reason, or an asinine reason, then I just add another to the global ignore list and move on... crap happens, and I dont care.)
Go play the game and have fun however you play it. If you dont want to be in a channel, then dont join it. If you think a channel needs to be moderated in some particular way, then create one and do as you think is the correct way. -
I have one at 50 and it is nice. Shield Charge and AAO really helps with the less than stellar performance of Ice melee. Comparing Shield/ice to fire/ice, the shield is about 30%faster for mission completion. (I ran the same AE mission cycles between the two and logged time/damage etc.)

I use a spines/vuln and a fire/shield. Both are comparable and capable. The spines/vuln has a choice of aid self or tough with my build, and I chose aid self even with dull pain. the extra bit of healing, around DoT, is very helpful. I do not know which is better/faster at farming. The spines/vuln is more sturdy. When using the same AE mission, the spines/vuln does much better on +2/*8 than the fire/shield. The fire shield does get dropped from the lucky hits. It doesnt matter if the most of the spawn is defeated from shield charge if the remaining bosses each hit you....
the builds i posted are not the right way or the wrong way to build them. It is just the way I have chosen. (I have made a few adjustments to my fire/shield and my version on live is different from the build. On this I have added Aid Self, but no slotting for it... still working out the kinks for a final build. Also... the level slotting is for looking at sets, not how i would choose to go from 1 to 50....)

Adding Tough and Weave are really big helps. Weave is tremendous on an Ice tank. The added bit from Combat Jumping also helps, especially before you have EA slotted. EA, when used at the beginning of combat is really important to boost your defense.
The build I put together is of IO's, but you can tell from the slotting which ones are optional... so dont need the LotG +recharges or the really expensive sets. The Red Fortunes and "lesser" IO's are just fine.
I did not put taunt in until later... that is my preference on my ice tank. With CE, I never needed taunt until later with AV's. Again, just preference.
This is not the right way or the wrong way, just an idea. My ice/stone is very similar, and my wife's ice/fire is almost identical. Some new IO's and defense bonus changes have gone in to make the build I just made a bit different.

Generally, I think it is better to go Melee defense on a tank who does not have much or any defense since that is where you will be most of the time. (The exception is with fire armor and burn because things run away from you.)
It takes more slotting to go melee defense, it is rather easy to get ranged/aoe. (slot wise... not cost) -
then use your second build. But i would not waste a respec just for an experiment. though, some of the IO's will be a bit costly for two IO builds.
I dont know what to say about test server. I never had an issue, but each PC is different. try to reinstall test from copying your main CoH file. -
play both on test server and see which one YOU like more. Now, it is how you enjoy to play and what you like now that you have a plan.

Breath of Fire is a cone, requires positioning and has a slow animation. Fire sword circle has a quick animation as does shield charge and only requires you to be in the middle of a spawn to maximize its effectiveness (something you'd do anyway to saturate AAO). Breath of Fire on the other hand works best if you're a short distance away and hence doesn't get nearly the same benefit of AAO.
If you like it, that's fine. But I'll hold to my position that it's a suboptimal choice in a primary chock full of better choices.
I use SC, then FSC. Then I jump away from the herd and fire BoF which will hit most of the spawn. The pure fire damage will take a nice chunk out and will have benefit of AAO when you time it right.

Breath of Fire does not equal the suck. Try it on test to see if you like it in a full spawn with saturated AAO after a build up. I like it and it works well for me. Try it before you decide. (on test server)
You still have too much ranged defense. Phalanx Fighting is not working right, so you can click it off to see. Ranged doesnt change. This can change your slotting abit, maybe adding another LotG or changing Incinerate to a different set. -
ANY build without Shield Charge is a waste IMO. Why bother?
Do you have the Influ for the purples or is it a dream build? I dont plan builds with them because I have more toons to IO than one uber build. Plus, there are much better bonuses to go for with a Shield toon. (Why do you want high recharge when the one attack you have which would benefit the most you dont even take?)
Dont push Phalanx Fighting to 3 people in range, it is a dream. Plan for solo to see how you are, anything else is a bonus.
Active Defense is way more important than Build Up.
Against All Odds should be taken way sooner.
I dont have Aid Self on mine, but that is preference. I do have it on my spines/vuln. Solo, I get enough drops to not worry about it. On teams, there is either support or other meat shields too, and you can dish out enough damage to not worry about it. I have not felt the need to have Aid Self on my Shield scrapper with capped positional defenses. (almost capped, I dont have the third BotZ yet... and have not really needed it either.)
I have and use both Fire Sword and Cremate.
