There are three Enhancements in Healing IO sets that grant global bonuses: Miracle +Recovery, Regenerative Tissue +Regeneration, and Numina's Convalescence +Recovery/+Regeneration. While these sound like ordinary global bonus IOs (which are literally single-Enhancement set bonuses), they aren't. The Healing globals are actually procs with a 100% chance to fire.
What's the point, you ask? It means they continue to work no matter what level you are, since procs aren't affected by the same Combat Level limitations that Set Bonuses are. Slot a level 50 Numina global in Health and it will still function when you exemplar to level 1.
Be wary, for this means the buffs will only apply to you when the power they're slotted in is cast, unlike typical global bonus IOs. If it's in an ally heal, you have to actually use that power for it to apply, and it will apply to you instead of your ally. The only way to get persistent buffs out of these Enhancements is to slot them in auto or toggle powers. Health is the usual candidate for this, but other places like High Pain Tolerance and Soothing Aura will also do the trick.
#1 it procs a heal, not a regen bonus. this allows you to still heal when under the effects of massive -regen debuffs which are all too common. Sadly it is not enough to actually keep you alive, but it does help somewhat. This also will wake up a squishy who is asleep when it goes off. #2 it procs +endurance not +recovery. This means you can still get endurance when under the effect of a nuke or tier-9 crash, or while badly debuffed by sappers. In all of those circumstances miracle and numina's are essentially useless. Again, panacea isn't enough by itself, but it is a small help.

Can you squeeze one more slot into buildup to put in the gaussian's set?
that might free you up to put in something better than touch of death in one of your attacks.
And/or some more for caltrops to drop in some procs? I run the same triple you picked, plus ragnarok's proc, and posi's proc. It's pretty cool. -

If I got more level 30 serendips I'd be rather likely to slot them, but the 40s I can't stop myself from selling. And since I can't roll for anything but my level or max level, I never get anything but 40s (except on my lowbie ticket farmers who are 15 and 20 so they aren't offering much of an upgrade anyway).
I either need inflation to obliterate the value of my drops so I have no motive to craft and sell, or to actually be able to select the level range of random rolls. Sigh. I'm doomed, because the market isn't. =) -

As an example, My fire/shield brute has a bunch of below 20 serendipities and 2 that are mid 30s. Plus one gambler proc and two pieces of gift of the ancients that are both level 40. Those are all the defense pieces she has slotted.
Her attacks have anything from bruising blow, smashing haymaker, crushing impact, and I think a full set of salvo and a couple pieces of ruin in gloom. I'll be trading those out for thunderstrikes eventually. Probably. -
If you ever get this collection, or even a decent portion of it, let me know, I'd love to visit your museum and take a look =)

I like the proc for a few reasons, but even considering them still call it "neat" but not "worth it".
#1 it will get you over the ED cap on healing from passives like health. Just a like a damage proc takes you over the top on damage with an attack. Needed? not for any set that uses healing as a survival technique, but still fun for people who obsess about that kind of thing.
#2 it is a proc. -regen debuffs completely floor your regen. no amount of +health slotted into a regen power will offest this. The proc still ticks. Often I've been alive with less than 100 hp because of a luck tick. Needed? Not at all, but helpful 1 in a few thousand times a close call comes around.
#3. On squishies, it breaks sleep when it fires. -
I have lots of alts that aren't finished. And I'm building a fetish collection of purples in my villain base. I keep telling myself I'll slot them once I have a build that uses them.

But I am so godsawful at creating character builds that I'm actually AFRAID to respec them. And they work as they are. The last two times I tried to respec any of my characters they actually ended up missing critical powers and coming out weaker than before the respec. So, I don't do that anymore.
I've thought about upgrading to a higher level version of the same IO, but then I think "well, it works so I'll just sell this instead of slotting it". Sigh. -

When you exemplar down two things happen. First you lose set bonuses. Second the % enhancement is reduced.
I don't know about you, but I like having enough accuracy slotted in my attacks, and I don't tend to go crazy overslotting it. So if I have enough to hit 95% of the time at level 50, and I drop to run a citadel, I might only be hitting 74% of the time, and that's a big differnce.
If, instead of level 50 IOs I had slotted 43 triples, or 24 duals, I'd still have the exact same % accuracy at 25 or 30 as I do at 50.
The magic numbers for exemping:
Level 50 Quads
Level 43 Triples
Level 24 Duals
Anything that level or lower will not be reduced in bonus when you exemplar unless you go to level 20 or lower. So you have a huge chunk of the game you can run with solid numbers.
And IOs get better than SOs way lower than most people think. Sure the single attribute IOs need to be level 35, but a triple gives more than 38% total bonus at level 17. From that point on anything you slot is better than a SO. -

Also, with IOs higher level isn't always better. If you run lower level taskforces or exemp down to play with friends, you definitely want to get lower than level 50 IOs.

I have an earth/thorn that I don't like the thorn half of very much at all.
/fire is great fun in melee. but I do get sad that we don't have fire sword circle.
/Ice is my favorite secondary so far, but I keep assuming that I'll get bored of it eventually. Then, it keeps not hapenning. hehe. -
I slot anything I can find or roll as soon as I get it. I tend not to upgrade later. I have 3 incarnated characters with multiple level 14 IOs slotted.

So far I enjoy Keyes because it is more exciting combat-wise.
BAFs are just three rounds of tank-and-spank vs the AVs with a few people fighting the adds.
Lamda is a bit of early steamrolling, then running around like idiots while 2 or 3 people take out the containers/boxes and leave all the enemies alive, then a tank-and-spank.
But Keyes, everyone is actually fighting nearly the whole time. And you break up into smaller groups often enough that it's not one attack per spawn before everything is dead, like a steamroll team, there are usually plenty of chances for 2 or 3 people to take on big groups of warworks. I like that much more.
That said, I think the reliance on healing is the absolute worst decision the Devs have made in years. We need more mechanics that convince people to not choose heal sets. They are in all other parts of the game the weakest form of survival, but because some other popular fantasy MMO is built around healing there is a false belief they are the best. The Devs stepping up and making heals the only thing that works is exactly what we didn't need right before a bajillion morons join the game in free mode.
