Jousting = Kiting = Hit-and-run. They're essentially the same tactic, possibly with small variations. In the end, it's a tactics which minimizes risk by utilizing superior movement. The developers decided they didn't want that. Now, enemies have a chance to hit back before you get out of range.
Edit: Teleport, in PvE, is not subject to suppression. It is subject to it in PvP, however. In PvE, this may be justified by its cast time, and its high endurance cost. -
As I said in the other thread (why couldn't this be kept in the other thread...?): go the route Guild Wars took; you can make characters which start at 50, but they're restricted to the PvP zones. The only thing you get at 50 besides a badge and the ability to slot purple enhancements is more PvP. Everything else in the game can be done before level 50.

Ninja Run is a travel power. All travel powers are subject to a suppression period after you attack, to prevent kiting.

Hmm... I like that idea. If Marcus Cole hadn't killed Stefan Richter at the Praetorian Well of Furies, and Monica Richter had stayed with her brother rather than hooking up with Cole. That would be a significant change to the character setup. For one, Dominatrix would have never been born...

I would do it in a heartbeat. I PvP, and that's pretty much it. I haven't leveled a character legitimately in over a year, and have no plans to till at least GR because the PvE is so damn boring now. Payed auto-level would keep me playing (and paying) for far longer.
CoH doesn't really have skill unlocking like GW does, but the basic idea would be the same. Make the PvP zones connected, and put arena terminals in them. Allow people to make PvP-only characters which start at level 50. Done. -
Are you participating in PvP battles, or killing NPCs at the hotspots? Zone control depends on winning victories against NPCs at the hotspots. There will be Arachnos and Longbow fighting each other, and you need to help your faction win.
Zone control allows you to buy new temporary powers. -

Everybody seems to be talking about keyboards/mice. While it might have been a mistake, the OP asked about Gamepads.
If the OP is talking about actual gamepads rather than fancy PC gaming accessories, I have one warning: I don't believe the right joystick (eg, PS2/3 gamepads, Xbox/360 gamepads, etc.) registers as anything in this game. -
The Total Focus animation looks really cool while flying, too. It's the main reason my Rad/Dark has TF, because I Hover through battle, and the flying TF animation kicks ***.

I don't know for sure, I've never joined Iron Eagles. I think it's any instance where you would earn debt since patrol XP was added. I think they count Self Destruction, too, even though you don't get debt from it (the SG existed before SD). I'm not sure about things like dropships during a Rikti invasion, though.

I was under the impression that Flower Knight was added to the tutorial before the game originally went live; that it was only during the original beta that the tutorial door mission had just the scientist to save (who turns up again in the Ouroboros version of the mission)

On-topic: What are we currently limited to? 1,023 (2^10 - 1)? VARCHAR columns can generally be set up with a maximum length of 8,000. TEXT columns generally have a maximum capacity of 2^31 - 1 (2,147,483,647), but if the server is storing double-byte characters the actual length would be halved...
For everyone that has no idea what I'm talking about:
Without knowing how the characters are stored on the game servers, I'm assuming that it would be safe to increase the character limit on the bios to one of: 8,000; 1,073,741,823; or 2,147,483,647. (ie, there would be no technological hurdle to doing so)
There may be non-technological reasons for not increasing the limit, or I may be completely wrong about how the characters are stored. -

MMs won't solo AVs and GMs which deal large amounts of AoE damage very frequently, because the AoE will catch all of the pets at once, which is a problem (thus, MMs soloing AoE AV/GMs depends more on player skill coordinating the pets than it does on build)*. But on a team or facing less/less potent AoE, MMs are gods.
* For an example, look at the majority of MM players who cry when given a mission with Demolitionists. If you don't have fairly fine control over your pets, the Demolitionists will tear the pets apart. Apply that problem to an AV, and multiply it.
On the other hand, my Thugs/Dark MM has soloed +1/x3 spawns of Malta while I was AFK (ambushes), and the only pet that died was Dark Servant, and that was because his timer ran out rather than because he was actually killed.
It's unlikely that whips will be given to anyone but MMs at launch. After all, MMs only need 3 attacks, while a Blast or Assault set would need 7 or 8. The whips may be proliferated at some point in the future, but not at launch. -

Enforced Morale's +rech is only 5%. That's less than a -3 TO.
Enforced Morale is supposed to be Clear Mind, with flavoring to match the villainous set. And the damage really is pretty trivial (and only occurs if the target has more than 90% HP). Treat it as Clear Mind. -
The new version of Mids' mistakenly set the user settings to turn PVP mode on and Popups off. Click the Popup button in the top right corner.
