Enforced Morale's +rech is only 5%. That's less than a -3 TO.

Enforced Morale is supposed to be Clear Mind, with flavoring to match the villainous set. And the damage really is pretty trivial (and only occurs if the target has more than 90% HP). Treat it as Clear Mind.
