  2. My Rad/Dark has run every lv50 TF (plus the Eden and Abandoned Sewers trials), as well as some lower ones. The only set IOs I have on that character are:
Moonbeam, heavily frankenslotted for effectively 3 Dam/2 Rech/2 IntRdx/1 EndRdx
Teleport, frankenslotted for effectively 3 Rng/2 EndRdx
    Stamina: 2 Endmod, PS: +End
    Lingering Radiation: Smashing proc

    Net set bonuses?
    +5% movement speed
    +1.5% recovery
    +12% regeneration

The character has also led several Doctor Quaterfield TFs with fairly quick completion times (not earth-shattering, but it was less-than-mind-numbingly-dull). Admittedly, the slots without set IOs use common IOs, but you can outfit a character in common IOs with a couple of missions at level 50 (more if you don't want to be patient at the market, but it still doesn't require grinding).

And I'm extremely far from dragging the team down. Normally, I'm leading the charge (and not dying, by the way). Some battle tactics I've come to enjoy:
    • Activate Power Build Up. Activate Teleport, aiming for the middle of the next spawn. Queue EM Pulse during the Teleport animation. All minions and lieutenants, and 50% of bosses are held for ~1 minute. Zero personal risk.
    • Skip Radiant Aura. Teammate dies. Recall Friend corpse into melee. Vengeance, Fallout, Mutation.*
    • (Radiation Infection sharply reducing foe's tohit) + (Moonbeam slotted for interrupt reduction) = (Safe and effective Moonbeam during battle)

Also: Total Focus while Hovering looks totally awesome

    * I got the Medic badge using Vengeance, and I skipped Radiant Aura entirely, even when the character was level 1. Vengeance is, quite literally, my heal

They don't do that. Anyone who has interacted with the same GM multiple times (which happens often enough for it to be SOP), or who read GM_Lloyd's articles in the City Scoop (especially if you've read GM_Lloyd's articles and had him answer a petition) should realize this.

This is such a simplified version of how damage works in this game, it's essentially meaningless.

At each level, for each AT, there is both a Ranged_Damage modifier and a Melee_Damage modifier (there are also modifiers for just about everything else, but I'm sticking to damage for the moment). For Melee_Damage, Defenders have 30.586, Tankers have 44.488, and Blasters have 55.610. For Ranged_Damage, Defenders have 36.147, Tankers have 27.805, and Blasters have 62.562. (All values at 50)

Each damaging power effect has a damage scale attached to it. The damage scale is multipled by the appropriate attribute modifier to find the actual damage dealt. For example, Fire Blast > Blaze deals scale 2.12 fire damage, and has an 80% chance for 5 ticks of scale 0.23 fire damage. For a level 50 blaster, this is 2.12 * 62.562 = 132.63144 and 0.23 * 62.562 = 14.38926 (5 ticks)

Further muddling the issue is that melee attacks often are given higher damage scalars, due to the risk of being in melee, and that the only attacks which Defenders and Tankers share are in power pools (which have scalars customized per-AT), and in APPs (which are generally weaker than their pri/sec counterparts).

So, the best you can really do is compare attacks at similar positions between the sets. For example, a T1 Defender or Blaster attack generally has scale 1 damage (36.147 damage for Defenders, 62.562 damage for Blasters). A T1 Tanker attack generally has scale 0.84 or scale 1 damage (37.36992 damage or 44.488 damage).

If you're using Blaster as your baseline, those numbers give 29-40% 'reduction' for Tankers, and 42% 'reduction' for Defenders. (I use 'reduction' in quotes, because calling it a reduction is, frankly, wrong)

Spines can only be customized via power customization because while the spines covering your body are essentially the same as any weapon, several Spines powers fling spines through the air, which cannot be accomplished with weapon customization.

Unless you're pulling terms from some POS game creator program, "exists in a separate layer" means absolutely nothing in this context.
  7. 'crud' is the original wording for Sturgeon's Law. Using 'crap' is a misquote.

Entrusted With The Secret can be obtained by having the 5th Column Gladiator badge. 5th Column Gladiator is obtained by having the first and second anniversary badges.

Since anniversary badges are obtained by logging in, a level 1 character could have the portal, though since the first two anniversaries are long gone, no new character could get it that low.
  9. I've got 470 different Pokemon in my boxes in Pokemon Diamond, with room for 19 more without cheating (I'm pretty much forced to cheat to get Darkrai, Shaymin, or Arceus... ). Between my badgers, I think I've got at least 1500 badges in CoH.

    I'm very much a collector

I the current situation can't really be resolved by piling more people on top of it (unless you want to start a competing periodical from scratch). However, I believe once resolved, the Scoop will be short staffed, so there'll probably be a recruiting drive.

  12. 50% instead of 33% (Schedule A), I think.

I'm in favor of it... for HOs (from Hamidon raids), not for SHOs (from LRSF/STF). As an incentive to raid.

    Sg upgrade!!!

    Yes!

They may not want to allow unlockable chest symbols (such as the ones in the Martial Arts pack, or symbols unlocked by vet rewards) for SGs, since not everyone in the SG may have them, but there are a lot of symbols beyond what's available for the SGs that doesn't require any unlock.

I could make them elf ears or vampire ears or goofy long imp ears but they had to be ears
Can't you do human ears (or really any type, but human are smallest), and use the option to make it look like the head mask is covering your ears?

My point is that nearly every non-pet power can be activated while you're phased yourself, but many (all?) pet powers cannot, so using Self Destruction as an example is a bad one. Additionally, the OP asked if Trip Mine would be triggered by a phased enemy... so discussion about using Self Destruction while self-phased is not really relevant.

Self phase wouldn't help answer the question, and Self Destruction isn't a good comparision, since Trip Mine is a pet.

Green con enemies are easier and faster to kill, and still drop salvage and recipes.

In the case of level 47-48 green-con enemies, they are also THE fastest way to get purple recipes over time.

It seems obvious to me that merging servers is one of the worst things any MMO company could possibly do to their game. In fact, I think it's only beaten out by Star Wars Galaxies' "New Game Experience", and shutting the game down entirely.

There was a very vague reasoning given by the Dev staff for the change, but it all seemed sorta not needed. There was some players that weren't happy with the socio-political ramifications, but most folks just sorta shrugged and moved on.
You mean the change designed to resolve numerous disputes which often consumed extreme amounts of valuable customer service time, which was a solution to a problem many players had, was given very specific reasoning for why it was implemented, and had no "socio-political ramifications"?
