Actually, with respect to mitigating the value of IO-ed softcap builds, it's a very reasonable suggestion. Most defense-oriented powersets get a considerable amount of defense resistance, but +def set bonuses give none. An SR Scrapper or Brute could shrug off most of the added debuffs, but a softcapped Blaster wouldn't be particularly survivable in the face of cascading defense failure.

Eh? Pretty much by definition, someone selling an item to a black market doesn't care who receives the item later.

AJ: What's an “in-game item” and what kind of markets are you talking about?

CG: In-game items make our characters much more effective in battle. Think of things like armor, better weapons, more powerful spells, and the like. As for the markets, they are where heroes and villains buy and sell the in-game items that they find while being heroic and villainous.

AJ: So, what you're saying is that the game was recently changed so that heroes freely sell powerful items to villains, and villains to heroes. Don't heroes and villains tend to, like, not get along very well? I know its a game and all, but how could both sides be OK with that?

CG: Well, heroes don't actually mind doing that, and neither do villains.

AJ: I'm trying to picture Superman or Batman knowingly selling items to villains that make villains more powerful. That doesn't seem likely and anybody who does that doesn't seem very heroic to me. I'm also trying to picture Lex Luthor selling items that would make Superman stronger against Kryptonite, and that doesn't seem likely to me either. I'm not seeing the whole “willingly goes along with that” idea. In fact, that line of reasoning seems pretty ludicrous.

CG: Well, if that doesn't work for you, then how about I propose that every hero in the world is cast under a spell for all eternity so that they don't know what is happening. Any villain who might object also has their ability to perceive the truth altered.

AJ: If somebody is powerful enough to pull the wool over the eyes of every hero and villain in the world, why would they settle for running a market? Why wouldn't they dispose of all the weaklings who they can so easily deceive and just run the world?

CG: Well, I don't have a good reply to that. Perhaps the people who run the merged markets are really good at keeping the merger secret?

AJ: So, essentially every hero and villain in the world will remain unaware of the reality of merged markets, over the long run? Do you have any ESP-types of heroes or villains? Don't some of them have extraordinary senses? How could the kind of large-scale distribution system that would be needed be set up and run in secret? And how could it be that nobody would ever figure out that an item was originally stolen, or originally used by the in-game equivalent of Batman?

CG: You raise some good points. But, somehow they manage to keep it all secret or everybody who finds out the truth is somehow OK with merged markets. Say, how about you join me in-game sometime. They have free trial accounts ...

AJ: So, you're saying I can play a hero who willingly sells powerful items to evil types or who's too thick-headed to realize he's doing that. Yeah, that sounds really ... engaging and immersive.
Perhaps CG should mention that the villains participate in a black market, or that the heroes are using a consignment house, and thus have absolutely no idea who gets their product?

The hero has no idea if he's buying illegal goods: he's just buying an item from a consignment house.

Wentworth's would buy illegal goods if Wentworth's wasn't on the level, or they were getting substantial profit out of it, or if they buckled under threat of violence.

Why? Because everyone wants the same recipes.
You don't seem to understand the economics of the market present in this game.

The only argument against a market merge which I would consider valid would be "I prefer a more volatile market". Because it's true. The two markets are more volatile separate than if they were merged. Volatile doesn't necessarily mean bad; it means there's more opportunity for both gain and for loss. The most common player with this attitude would be an ebil marketeer, because they know how to play a volatile market for maximum profit.

The official argument against a market merge is that Heroes have more inf than Villains. That argument is utter ****. The only way those inf levels are going to balance in any reasonable time frame is with a merged market, which Positron doesn't want to do until the levels are balanced.

Actually hard to even describe they were sort of a cross between a Dark Nova from the Warshade powerset and a Coralax but with really long tentacles and they were just floating there inside the room. As we turned to leave someone must have gotten too close and aggroed and the whole team got one shotted by a strange electrical attack like lightning that was tinted blue.. just like the creatures themselves. not sure if it was some experimental villain the Devs were trying out that managed to escape via bug into our mission or just a horrible bugged mutations of several established beings but they definately qualified for a WFT? Team leader sent a bug report and we moved on so I have no idea what the explanation was but it was a very unual day in Sharkhead.

Yes, definitely sounds like the Lanaruu faction of Storm Elementals: Squall Elemental, Tempest Elemental, and Cyclone Elemental. They look like this:

They don't "only appear redside in a few end-game arcs"; there are one or two CoV arcs which contain Lanaruu, but you can find them 'in the wild', as it were, in The Storm Palace, part of the Shadow Shard.

  11. As soon as you activate SD, it's going to go off (and you're going to die without debt) no matter what. Even if you activate it when you have 1.67 HP left and you're in the middle of a pitched battle, it's still going to go off, and you're still going to be without debt.

So if you're going to die anyways, why not use SD? (unless you're trying to get debt badges, that is)

Okay, now I'm genuinely curious. Who the heck doesn't want Focused Fighting? O.o

Even if you've achieved ~22% melee defense with set bonuses, that's 22% of set bonuses you wouldn't need to get with Focused Fighting, not to mention the Confuse protection you'd miss out on (admittedly, not a big issue in CoV and less of an issue in CoH). But most importantly, you'd lose out on more than 1/5th of your Defense Debuff resistance.

Another thing the ability to steal a truck or two fails to explain is how characters on both sides would be able to access *everything* put on sale on either side of the hero/villain divide, on a regular and ongoing basis.
Obviously, Wentworth's is not the shining pillaar of righteousness it appears to be. Points:
    • Crey Industries is totally a technological innovator with aims to improve the lives of Paragon's citizens, right?
    • There is a Black Market truck behind the Talos Island Wentworth's

If you're expecting GR to have the same amount of content as CoV, I'm expecting you to be disappointed.
  17. Consider the amount of time going into GR (a year, maybe a year and a half), along with the scope of the things being included (especially Ultra Mode, while not part of GR, is being developed in parallel), and the fact that GR is only an expansion, not a new game nor an "expanshalone" like CoV was. It's extremely unlikely that Praetoria will have 1-50 content, or even 1-40 content.

On the other hand, given time in the future, I wouldn't be surprised if the content in Praetoria is expanded past 1-20.
  18. Considering that I, along with many other players (and probably even including you) already paid "$19.99 for a Permatemp Power 'Go to mission'" with a 2 hr recharge, I don't see it happening.

Also, if you've got 2 builds, Mission Transporter only has a 15 min recharge.

Actually, we've been told that characters who start in Praetoria are forced to choose between Hero and Villain (or at least, Vigilante and Rogue) by lv20. The side-switching arcs will probably be playable at all levels, and there may be some 45-50 content, but Praetoria is basically just 1-20.

Too late. Influence and Infamy have been the same thing since I6 (as far as the game is concerned), and they've meant currency since I9 (you can't really argue anymore that inf is not some form of tangible currency; or rather, you can't argue it and win)
  24. Travel at level 1:
Peacebringers (unlocked with a lv50 Hero) get Fly at level 1.
Warshades (unlocked with a lv50 Hero) get Teleport at level 1.
Heroes may purchase the Raptor Pack temporary power for 10,000 influence in the Shadow Shard (Accessible from Peregrine Island).
Villains may purchase the Raptor Pack temporary power for 10,000 infamy in Grandville (Accessible from the Rogue Isles Ferry in most CoV zones).
Purchase of a 30-day Mini-Booster will give all characters a flight jetpack for 30days (real time)

    Travel at 4:
Super Booster IV: Martial Arts gives Ninja Run (slightly weaker than Super Speed + Super Jump) to all level 4+ characters on your account.

    Travel at 5:
Heroes can run 3 Police Band missions in King's Row, and then the Atlas Park Safeguard mission. Completion of the Atlas Park Safeguard mission (if you've trained to lv5) grants the Raptor Pack temporary power, which grants 2 hours of flight.
Villains can run 3 Newspaper missions in Port Oakes, and then the Atlas Park Mayhem mission. Completion of the Atlas Park Mayhem mission (if you've trained to lv5) grants the Raptor Pack temporary power, which grants 2 hours of flight.

    Travel at 6:
60 month veterans get the City Traveler badge, which allows any of their character to select Fly, Teleport, Super Jump, and Super Speed at level 6 without any prerequisites.

    Travel at 10:
Heroes can run 3 Police Band missions in King's Row, Steel Canyon, or Skyway City, and then the King's Row Safeguard mission. Completion of the King's Row Safeguard mission (if you've trained to lv10) grants the Zero-G Pack temporary power, which grants 2 hours of jump.
Villains can run 3 Newspaper missions in Port Oakes or Cap Au Diable, and then the King's Row Mayhem mission. Completion of the King's Row Mayhem mission (if you've trained to lv10) grants the Zero-G Pack temporary power, which grants 2 hours of jump.

Edit - There are also a few other ways of getting around which aren't exactly travel powers:
Pocket D VIP Pass (purchase the Good vs. Evil edition of the game, or the Good vs. Evil edition goodies pack) will teleport you to Pocket D, which as access points in Kings Row, Faultline, Talos Island, and Founders' Falls (Heroes), and Port Oakes, Sharkhead Isle, St. Martial (Villains)

Mission Teleport (purchase the Mac Special Edition of the game) will teleport you to your currently active mission (or the first mission in your mission list if none is active)

Super Group bases can have teleporters to almost every zone in the game. The Devoted Badge (24 month veteran) grants a Base Teleport power.

Consignement House Teleporter and Black Market Teleporter are available at Wentworth's and the Black Market (respectively) for 10,000 inf, and will teleport you to any Wentworth's/Black Market.

Logging out near a Wentworth's or a Black Market will give you a market teleporter similar to the one which can be purchased.

Logging out in the Shadow Shard or Grandville will give you a flight temporary power, with a duration dependant on the amount of time you were logged out.

Logging out near a base portal after obtaining the Monitor Duty badge (log out near a base portal for 21 days) will grant you a base teleporter temporary power.

Logging out in the Shadow Shard or a train station after earning the Communter badge (log out near a train station for 21 days) and the Dimensional Explorer badge (log out in the Shadow Shard for 21 days) will earn you a flight temporary power.
Logging out in Grandville or near an Arachnos Helicopter after earning the Arachnos Official badge (log out in Grandville for 21 days) and the Pilot badge (log out near an Arachnos helicopter for 21 days) will earn you a flight temporary power.
