  2. Unless you have other sources of Defense (not Resistance, like Temporary Invulnerability), it is not worth slotting Combat Jumping specifically for Defense. However, there are a number of Defense IO sets (or even single Defense set IOs) which offer excellent set bonuses or individual benefits, which would be work using. For example, Luck of the Gambler: Improved Recharge, or Steadfast Protection: Knockback Protection.

    Well, more forms for kheldians entirely makes sense. The story behind the Nova and Dwarf forms is that they were previous hosts your Plasma Pal Who's Fun To Be With had inhabited. So truly, any form the devs can come up with would fit within the Kheldian storyline for alternate forms.

    The last super-seekrit City Scoop post was in January, in a discussion about merging with the Titan Network (since the new forums hate the Scoop even more than the old ones did). The website that the Titan Network was building as a replacement for the Scoop (since at the time, the Scoop seemed to have vanished entirely) is not at Tony's satisfaction for public release (and since Tony is the project lead...).

    Most likely course of events: Titan Network reveals a new website in the near future (sorry I can't really give you a proper timeline, I'm not really on that team), and some of the Scoop staff becomes columnists on the TN site. With lack of staff (due to part of the staff moving to TN) and lack of functionality on the forums, the official City Scoop will more than likely dry up.

    I'm a bit sad to see it go, to be honest. But hopefully the TN site will get up and running, and the playerbase will enjoy the new format. (AFAIK, it won't be a weekly newsletter like the Scoop, but more like a collection of articles similar to Slashdot)

    Super Speed caps at 92.5 mph. Teleport starts out at approx. 102.27 mph (subject to player skill) and has no speed cap.

    Overwriting sound files with your own is the equivalent to things like Vidiotmaps, Vanden's icon pack, QuickChat customization, etc. While technically a EULA breach, the devs and GMs have not previously acted on these things, despite widespread use. In fact, I believe Vidiotmaps has won an award.

    The relevant information for providing yourself custom sounds can be found in the guide How to silence specific game sounds. Of course, in order to get a custom sound, you would use an audio file that has sound, rather than an audio file with no sound at all.

    Note that customizing sound in this way will affect all characters in the game when you use your client, not just a single one of your characters. Other players will hear the normal sound, and you wouldn't be able to give different sounds to different characters.

    IME, whether a MM is dull or not is based entirely on the secondary and/or whether you pick up the attacks from the primary. If you're a Force Field MM that's just waiting for the henchmen to finish off the targets, it's extremely dull (I've deleted 3 /FF MMs for this reason). If you've got an active secondary (like Storm Summoning or Dark Miasma), and/or you pick up the attacks from the primary to entertain yourself with, it's much better.

    We know it won't be a simple button. IIRC, we know it will be one or more story arcs to switch. And we know it won't force AT/powerset changes. Hell, the only ATs that you could really switch without serious hiccups would be Brutes/Tankers/Scrappers/Stalkers, and Corruptors/Defenders.

    I remember reading a conversation between various game developers which took place in 2006 or 2007. The subject of the conversation was how to deal with MMO players with differing amount of time available. If Jim and Joe are best buddies, but Joe has twice as much time to play than Jim, they'll eventually be unable to play together in the game, because of power differences. Sidekicking was the perfect fix for the issue (and wasn't even mentioned in the discussion I read), and there have been a number of MMOs implementing similar features in recent years.

    Hey, my starter pokemon joins me in battle against the Elite 4!

    But yes, I definitely enjoy game where your starting abilities remain useful even at the end of the game. CoH isn't the only one, but such systems do tend to be uncommon.

    EMP Arrow (And EM Pulse from Radiation Emission) does apply -regen. In fact, it's enough -regen to shut down nearly any target (higher-than-you AVs and GMs may not, depending on the situation, and I've have to actually think to give a definitive answer on that). Unfortunately, neither EMP is possible to make perma, and they also shut down your own recovery unless you've got an Empath buffing you with a slotted Adrenaline Boost.

    WRT the OP:
    /Regen often relies more on healing powers than on actual regen. -recharge is extremely effective.
  24. Once you're able to fear a Boss (which doesn't take much), there's not much need to stack Fear. That doesn't stop me from wanting a Mind Control/Dark Miasma/Presence Controller with Terrify, Fearsome Stare, Intimidate, and Invoke Panic.
