Which power(s), or set bonus, does -regen?

In fact, how best to fight a /regen foe in PvE and PvP?

Defenders:
Cold - Benumb.
Dark Miasma - Twilight Grasp, Howling Twilight, Not positive, but pretty sure fluffy tosses some out as well.
Kinetics - Transfusion.
Radiation - Lingering Radiation, EM Pulse.
Traps - Poison Trap.
Trick Arrow - EMP Arrow.


Controlers:
Thermal Rad - Heat Exhaustion.
Cold - Benumb.
Kinetics - Transfusion.
Radiation - Lingering Radiation, EM Pulse.
Trick Arrow - EMP Arrow.

Masterminds:
Poison - Envenom.
Dark Miasma - Twilight Grasp, Howling Twilight, Not positive, but pretty sure fluffy tosses some out as well.
Traps - Poison Trap.
Thermal Rad - Heat Exhaustion.
Trick Arrow - EMP Arrow.

Corruptors:
Cold - Benumb.
Dark Miasma - Twilight Grasp, Howling Twilight, Not positive, but pretty sure fluffy tosses some out as well.

As for best way to beat a regen foe in PVE... Pick a set that does the most damage with the most -regen (looks like Dark, Rad can stack it on a bit) and surviveability (again, Dark, Rad look good). As for pee vee pee... No freaking clue, best to look at how to kill a regen scrapper on the pvp boards.

Eh, to kill a regin in pvP your best best is lots of -rech.

Ice/Rad (or /Cold) Defender or Corruptor

Just to add:

The Assault Bot's vanilla blast has a 30% chance of inflicting -500% regen for 30 secs irrc.

Poison Dart for Widows and Jounin have a minor -regen component (-25% for Widows I know of). Probably not enough for what you need, but just something to note.

Cold dom eats regens for breakfast lunch and dinner. It is ridiculous how quickly they drop when facing a cold dom.

Yeah, -Regen and -Recharge is your best combo.

EMP Arrow (And EM Pulse from Radiation Emission) does apply -regen. In fact, it's enough -regen to shut down nearly any target (higher-than-you AVs and GMs may not, depending on the situation, and I've have to actually think to give a definitive answer on that). Unfortunately, neither EMP is possible to make perma, and they also shut down your own recovery unless you've got an Empath buffing you with a slotted Adrenaline Boost.

Dominators and Blasters: Drain Psyche does quite a bit of -regen too.

Can't believe no one mentioned it with all the MM blasters and Psi Assault doms running around.

In PvP, -recharge is much more important to fighting a Regen player. Regens are tough because of their click heals, not regeneration.
