You have a point about Short Circuit, in the build before I switched in Zapp, I had SC in that slot. My experience with SC in the past has been that it creates more aggro than it's worth - but that was at lower levels. If I'm running Steamy Mist, then I usually have plenty of stealth to allow using non-snipes to pull.
I had meant the build to Avoid melee-range combat, but in some testing last night, I found it all but impossible to completely avoid it. So I realize that I DO need some melee-range responses in my repertoire. No, the existing build does not have Hurricane yet - which is why I kept getting smacked. I'm developing THIS build to respec into. He's Level 27 now.
However, I take your point about always being on the move - I've enjoyed that playstyle before... With Hurricane 'aura debuffing', it makes sense. I've often played with Gale at lower levels, unfortunately, I don't find it Consistent enough, even slotted for Accuracy - nor 'accurate' enough, in that I don't usually find it capable of putting a group where I want them, it always seems to Scatter, instead. It's Great as a 'get Away from me!' power, even when it seems to invariably leave One of the thugs still standing and beating on you.
Your point about running Leadership is well taken, I'll have to see how the Endurance feels in the high 30s and decide if I can handle it, then.
If Short Circuit returned ANY endurance to you (like Consume does), then it would be a no-brainer. So, giving SC another try, by swapping Zapp back out, the build now looks like this:

Greetings fellow Defenders and Offenders!
I'm looking for your opinions and advice.
As a Storm Defender, I'm definitely looking at being an offensive support/solo player and short/medium/long Ranged, not a meleer. I like to team when invited, will create a small team, or solo, otherwise, and have Zero interest in PvP.
Here's the build so far. I'm looking for suggestions for improvement, instructions/reason for why that's an improvement - if it's not obvious, and any appropriate warnings about powers I've chosen.
Oh, and if you have proposed builds, please make them SO/plain IO builds - unless you plan to give/sell me the set IOs yourself! Telling me 'Aww, they're Cheap!' or bragging about your L50 respec build with the Purples and Hami-Os is of no use to me, when I'm only Level 26 and looking for a path to 32 that I can Afford.

I'm on Every server, spread about evenly, even my extra slots are spread.
Freedom is the 'most popular' server - unfortunately, with population comes a higher number (possibly percentage) of idiots.
Virtue is generally the second most populated and attracts a lot of Role Players, so if you can stand getting all of your important messages ((like this, dude)) then it's pretty fun and there is always things going on.
I've not noticed any of the other servers having a particularly unique 'personality', though certain SGs have made Champion and Guardian their 'home servers' with varying results... I'll say that I like 'my' SGs on Champion, but dislike 'those other guys', and my SG on Guardian is... Well, they Rule, okay? Fun people. Your mileage may vary.
If you plan on creating a server-full of Kheldians, you might choose a server with a good 'all Kheldian' SG and join up.
Otherwise, I'm not sure there is a difference between servers, except in the case of people 'nesting' in a familiar location.
Remember, wherever you go, there you are!

I'd say a classic 'pocket Tanker' would be the **/Invulnerability Scrapper. Pair it with Katana or Broad Sword and you've got another layer of Tank-dom from Divine Avalanche/Parry.
Nihili might have a thing or two to say about the Tank-dom of Dual Blades/Invulnerability...
Mine is tough and Fun! However, my BS/Inv is more rugged.
Go nuts and try them all!

Yes, but activating Non-DB powers does not interrupt the combos, so you're Fine with Regen.

Even if you had 200%, the game is hard-coded to give your enemy a 5% chance to hurt you - 1 in 20 attacks WILL get through.

I posted the contents of my 6 text files, Copy-Pasted directly from the files themselves. In order to recreate them, You had only to Copy-Paste each code-block into your own text files. In the end, the only Typing you have to do is < /bindloadfile "c:\binds\pb-human.txt" > which is a LOT less than your three binds. Further, if you'd set things up just like I described, you wouldn't have to type Anything, just a bunch of Copy-Paste, including the final /bind.
As the Princess said, the advantage of using the textfiles is that your actual in-game binding is very simple, the textfiles make editing and tweaking much easier, and they can be as simple or complex as you like. You can swap a whole arsenal of keybinds in and out, remapping a set of keys on the fly, as you switch forms.
My purpose in posting these, was to offer the best, simplest tools I had - I started out my first Kheldian with exactly the three binds you mentioned, but I found them less effective and flexible than I needed. So I upgraded to the textfile method and I've been thoroughly pleased by the results.

Since I use the NumPad for Movement and handle attack-button mashing with my left, form-shifting naturally comes from the Shift button. You are free to discover the keys that work best for you.

A bank would be convenient, I really want a place to store the extra stuff I get, but can't use yet, or not on the character that got it. I'd particularly like a place to stash extra recipes - other than in WWs. My SG has some storage, but only the leaders can get access to it.
However, with the Market it really doesn't matter! If I need to transfer stuff to another character, I can sell it across and pay my 10% surcharge and risk that someone else will snatch up the goodies before I can log. Or, I can trust my fellow players and develop friendships based on plain generous altruism - yes, it does exist, I've been playing for several years and have yet to have any person steal the stuff I was transferring.
As for Cash for starting characters... Since the advent of WWs I have never had a new toon strapped for cash. I may have to do a little work for it, but even with just Casual use of the Market a new toon can have 100K in 30 minutes. That's plenty to cover all of your needs until 13th Level, when you might have to buy a full suit of DOs from the vendors, if you haven't already got them from buying and selling loot on the Market.
The only time I could see needing more money is if you are PL'd to high level and suddenly need a suit of SOs, or IOs. Oh, OR it you think you deserve to have those rare/unique IOs on your brand new character. Otherwise, just shut up and Play, you'll make enough, quick enough.
And yet, a bank would still be nice.
As for the Servers... we need MORE, not fewer! I've already filled 11 servers, as well as many extra slots on all of them - I need a 12th server for the new characters/powersets!

Agreed, Spines has the most AoE. 1 click PBAoE, one Toggle PBAoE, one small Cone attack and one short-ranged Cone - Spines is one of the few Scrapper sets that actually has (shortish) Ranged attacks.
Dual Blades has one PBAoE and two Cones, as does Claws.
Electric has one small Cone and one real AoE, plus the targeted pseudo-AoE in Thunder Strike. The other AoE is a Stun.
Secondaries are a separate matter.

Hey, Alien.
I wish to start out by saying 'I know Nothing!' However, consider this thought:
I know you love Super-Speed - I love SS too!, however, if you put those Zephyrs in Shadow Step, you can take Combat Jumping and slot either a LotG, for more Recharge, or a Karma -KB. With the Karma, you could drop the Steadfast -KB and actually slot your shields for Resistance (with Impervium Armor, for instance) and/or more Defense, without losing your +12 KB Resistance.
If it's Stealth you want the SS for, drop a Stealth IO in Sprint and use a Vet-Sprint for your movement. This gives you toggle-stealth whenever you want it.

Friend, until you need a Spreadsheet to track all of your alts, you are Not sick. I have 130+ characters - I am an alt-o-holic.
That said, a PB is a heck of a lot of fun, very flexible, can fling a heal at others, though not a huge one, act as a Scrapper, Blaster, or Tanker... they adapt to the flow of the battle.
If you want to try 'the other side of Defenders', check out a Corruptor in CoX. Fire/Storm will give you 'dual rain' goodness.
Masterminds! Although, you may find yourself hating that the MM, himself, does not have lots of attacks and some would argue Should Not have any.
Finally, try a Dark/Dark Scrapper... or just about any kind of Scrapper... or a Blaster for that matter. Heck, do what I did, give in to your altism, and try one of Each!

I'm not certain it's possible to build a Tanker with enough damage to overcome an AVs innate Regeneration... What's the magic number the Scrappers toss around, 190+ DPS?
It's a non-trivial, but perfectly doable exercise, to build a Tanker capable of standing in front of an AV Taunting and Laughing (except possibly the 'special damage' ones, like Ghost Widow).
Super Strength's Rage probably gives the highest, sustained damage, but then it crashes. You may be able to pile a Lot of Achilles Heel procs into a Dual Blade build and stack them up fast, and DB is certainly capable of putting out sustained damage, but not enough, I don't think. Not with a Tanker's innate damage debuff.
Hmmm, Assault? I know there are IO Sets that buff damage. It might be possible to stack enough extra-damage Procs...
I don't know enough. As I said, Survival is not the problem, spending 3 hours beating on them, until you give up is the real issue. A Scrapper, inherently, puts out about twice the damage that a Tanker does and that's a huge disadvantage to try to overcome.

Claws, Dual Blade, or Spines Scrapper, with Regen, or Willpower as the secondary.
Regardless of your AT and Powerset, build, strategy, and tactics are important to survivability. You aren't going to be zerging +8 spawns until at least level 22, so keep your goals reasonable. Read the AT Specific forums, so you can learn about how your AT and powerset Works, or you're just setting yourself up to fail. And bear in mind that by level 2 or level 8, your character hasn't even begun to blossom - you can't judge anything about them, by that point.

I know Godlike and I don't think he wants to share his build secrets.
If your friend has an optimized build, why not ask him for the details?
Finally, without knowing what powers you have/like, it's hard to make recommendations for how to tweak your build. There is no 'one most powerful build', if there were this would be City of Clones, or City of Cookie-cutters.
Can you give us more information, please?

The two Human-form guides are the current state of the art in PB Guides. I understand that there are a few new guides currently in development. In fact, the oldest guides, like the one by Plasma, are still 90%+ useful and accurate.
The 'problem' you face is that there is no definitive 'bible' on how to build a Kheldian. My current experience is that there are no 'useless' powers in the lineup, but You have to find the ones that work for You. Kheldians, even human-only ones, are just too flexible and variable to pin down. You will probably have to read Everything and still be prepared to use /respecs to fine tune everything to your playstyle.
That said, I agree, the Human-form PB plays like a free-range Blapper. You sacrifice some damage for the ability to Shield and have self-heals, so you are more durable than a regular Blapper. I've found that keeping on the move and changing-up the ranges allows you to always have an attack ready, while keeping your HP bar out of the red.
Endurance is an issue, so slot for Accuracy and EndRed before damage - Or ignore me and do what you will. There is a community tendency to sacrifice everything, in order to prioritize Stamina, and that will certainly work with a Kheldian too. (Personally, I'd rather have more attacks/defenses/heals to use, but I do like to get Stamina as soon as practical.)
Anyway, study and research, and then try stuff out, and you'll find what you like about the Kheldian experience. Have Fun!

I'm building this Peacebringer to take advantage of the superb flexibility of Kheldians, without going so far as the actual shape-shifting. The Character is a slightly non-ordinary College Professor, turbocharged by cosmic energy, and not a shape-shifting alien synthesis. He is 'just a human'.
I have other Kheldians I'm working on with tri-form builds. On the other hand, this guy is So Much Fun!! He's gotten more time and leveling than the others and I fell in with some great groups that really rocketed him forward.
So, the tactics involved are basically free-form blaster/scrapper with shields and a touch of defender - for emergency heals. He freely shifts ranges on the fly and KB is just another range-shift - and a means of reducing incoming damage, of course.
This is for PvE, both teams and solo, I'm not trying to make an AV-killer out of him.
That said, Mez's are kicking my butt and I don't always have a BF available. I thought I could get some protection from Set IOs? Perhaps build for Defense, as well as resistance?
Do any of you have suggestions for how I might get there from here?

Hello folks!
I've just reached L29 and I'm wondering if I shouldn't start looking at IO Enhancements - Either plain, or Semi-Franken-slotting Sets. (I say 'semi' because I like slotting pairs of a given set, for some basic bonuses, when practical.) I'm not rich, so I'd like to keep it relatively cheap - Honestly, not every player with a L50 has multi-mega-millions to toss around!
This SO slotting is what I have Now and approximately the 'minimum' effect I'd like to see in my new, improved plan - whatever it is.
I am willing to consider changing powers/slotting, if you can explain Why, though I don't think I have any free-specs left.

I do have a plan that goes to L50, but I'm not sure I want to completely expose my ignorance. I'll say that Hasten IS in the build, but it's a later addition, with the nukes, and I have not missed it at all, so far, in leveling up to here.
