First Scrapper (pocket secondary tank)
Well a good first Scrapper is a Kat/WP. /wp doesn't have a great taunt aura like Inv but it does have one. With Kat you get Divine Avalanche which will give you good defense to Lethal and Melee. That +Def from Kat will make /WP really good and can fill in for a Tank on any team. Kat also has some good DPS numbers too so your not really losing anything. Kat/Inv would be good but I think Kat/WP would be a better pick.
There are a lot of Scrapper combos that you could play and be really good with it just depends on what you like to play.
I'd say a classic 'pocket Tanker' would be the **/Invulnerability Scrapper. Pair it with Katana or Broad Sword and you've got another layer of Tank-dom from Divine Avalanche/Parry.
Nihili might have a thing or two to say about the Tank-dom of Dual Blades/Invulnerability...
Mine is tough and Fun! However, my BS/Inv is more rugged.

Or Dark Melee/Invuln. The main thing Invulnerability lacks is a self heal (OK, Dull Pain is awesome, but it isn't up often enough). Siphon Life in your attack chain should take care of that. Granted, you could pick up Aid Self, but why "waste" two power picks?
On the down side, Dark Melee is very single-target oriented. You may want something with more AoE punch.

Might I suggest BS/Shield? Good Def and 1300 point crits tend to draw some aggro

I agree with Werner. I have a DM/invuln that has tanked LR without particularly good IOs. If you have the influence to softcap defense, and you spam siphon life, you will never die (unless it's non-positional psi).
Spines/Invuln with [Provoke]
Guess I'll throw my 2 inf in here. My lvl 39 BS/DA is an amazing off tank. The damage the broad sword does is silly at times, and the aura toggles (Death Shroud and Cloak of Fear/Oppressive Gloom) keep all foes in range. Then a Whirling Sword and look, dead foes. I tend to favor Oppressive Gloom cuz of the low end and the -HP is easily overcome by some I/Os or just using the great heal DA alrdy has. Keep in mind the endurance hog both sets are and that the heal and auras all need to hit, so must be slotted for accuracy or u have to run another toggle. Most of the time, I end up tanking and the Tank just watches the squishes. YMMV tho.
I just got a Katana/Dark Armor to 50. Haven't teamed with it, but it's pretty solid solo on +2 set for a 4 to 6 member team. So I suppose with team buffs and the like, it should be pretty survivable on a full team. But I don't see how it could hold aggro decently without an aura. Invulnerability is the big winner in that department.

I just hit 50 on my elec/shield, and once you get it reasonably well slotted, it's an amazing off tank. Me and 2 lowbies, +2x7 rikti, BU, LR into one group, shield charge another, no minions in either and no longer over the aggro cap etc.

It techincally has 2 auras if you take the death shroud (dam aura) and either CoF or OP. While might not be as good of an aggro holder as soem tanks can be, but I definately have aggro more than almost any tank Ive played with.
Spine/Invul, good taunt aura and a damage aura
my main is a spines/SR who is a decent off-tank, but with the taunt aura and resists of Inv., he'd be an even better tank.
So yeah, another vote for spines/Inv.
I had a love for my Spines/Inv as an off tank. Early on if you manage your inspirations well you can fill in *Really* well whenever the need arises. It has some awesome AoE and can be made really sturdy. My Original build skipped the AoE epic to fit in Tough/Weave and Aid Self. 2 Aggro/taunt Aura's and some nice AoE's to keep everything on you works pretty good.
Later on I discovered the joys of Elec/Shield tanking.... basically you make everything dead really quick. What little aggro is left you can easily handle through your AoE attacks and your aggro aura.
I was just lvling my Spines/Inv this past (double XP!) weekend. She seemed a tad squishy at times (mid-20s) but then I realized all my enhans were red. Even so, i frequently stole aggro from various tanks (despite their best efforts,) and only died once.

I want a scrapper. But I have no idea which sets suit my ideas the best.
My idea is simple, I want a scrapper, that fills in a pocket tank if the tank falls, or can't handle extra aggro.
I really don't know where to go with this, primary is tough, secondary I was thinking probably Invul, due to the strong taunt aura I would get eventually, but I'm open to any better ideas, since I've only ever made one scrapper...and it got to a whopping level 2, no doubt you're impressed.
