Help with new tank...
I'm not certain it's possible to build a Tanker with enough damage to overcome an AVs innate Regeneration... What's the magic number the Scrappers toss around, 190+ DPS?
It's a non-trivial, but perfectly doable exercise, to build a Tanker capable of standing in front of an AV Taunting and Laughing (except possibly the 'special damage' ones, like Ghost Widow).
Super Strength's Rage probably gives the highest, sustained damage, but then it crashes. You may be able to pile a Lot of Achilles Heel procs into a Dual Blade build and stack them up fast, and DB is certainly capable of putting out sustained damage, but not enough, I don't think. Not with a Tanker's innate damage debuff.
Hmmm, Assault? I know there are IO Sets that buff damage. It might be possible to stack enough extra-damage Procs...
I don't know enough. As I said, Survival is not the problem, spending 3 hours beating on them, until you give up is the real issue. A Scrapper, inherently, puts out about twice the damage that a Tanker does and that's a huge disadvantage to try to overcome.

My recommendation, and I don't have specific data to back this up, is that you'd probably be best off looking at /Dark Melee. I'd think that the pairing of Fire/Dark or Shield/Dark might be able to do it. I know Super Strength wouldn't primarily because of the damage being all Smashing. With /Dark and a bunch of minions to fuel Soul Drain, you might be all right. It'd be easier to do with Shield/, but with IOs for building up good recharge and a sizeable amount of Melee Defense, I could see taking out Infernal. Especially with the portal in Infernal's mission spawning more demons.
You could also use burn and your damage aura to augment your too low DPS and combine that with Soul Drain and Fiery Embrace.
I would suggest a Shield/Fire or Shield/DM.

With Tankers 120 DPS should be good enough to take down an AV they can't solo a Plyon but they can solo AV but it is still going to be somewhat of a long fight.
This subject has come up in the past, and there was a pretty decent discussion on it several months ago (buried within a thread). If you start reading here you should be able to get some good info / insight. Keep in mind that AV soloing generally uses very specialized builds that aren't as strong against normal content, since they eschew AoEs and the like. (Not saying you can't build an AV soloer without them, but it's more difficult.)
That said, I think Shield/DM would be the best AV soloing Tanker. It has nice survivability, strong def debuff resistance, a self heal, and great damage when stacking Soul Drain and AAO.
...okay here's the dilemma...
I want to prove Tankers can do all that, first hand to her.
Making a tanker who can survive anything, easy enough (I did it with my WP/EM tanker, who tanked Lord Recluse with a few inspiration uses, with no team buffs on my tank or debuffs on Recluse, while the team took out the towers).
However, today on my SG's global channel, one member said Scrappers were overpowered (high survivability with high damage...though strangely, with Brutes higher damage and higher survivability, she didn't think they were overpowered at all).
Now, being a Scrapper player mostly (they just fit my idea of a comic book superhero the most), I said the only time a scrapper is as tough as she makes it out to be is when IOs are involved.
Now, the SG mate is mostly a lover of Tankers and Blasters, so my goal is to make a tanker (With IOs), extremely tough, and able to solo AVs.
What I don't know, is what sets to pair up to do this. Help would be appreciated.
