I was actually surprised a month or so back when I got my hands on a system using an AMD A8-3520 2.5/2.8GHz Athlon II quad core with integrated HD 6550D. I was seeing over 30FPS in Praetoria - revamp Atlas - Rogue Isles at 1440x810, no AA, in a window, with minimal Ultra Mode on.
Because of that I now believe basic UM is possible on a number of "low end" Dx10 class GPUs so I too believe that laptop can handle basic UM at it's native resolution. Still has a slow spinning laptop hard drive which can hurt at times. The big question is what does the OP mean by "decent settings" since one person's decent may be crappy to another. -

Don't login, the stage download is sometimes a problem, best to let the install completely first from the NCLauncher. Sorry, I know it's not the answer you want to hear.
If you still have problems after that, post in the Technical section and follow Hyperstrike's guide there for asking for help so we can get a more complete idea about your computer and what other software is running on it. -
The shear lack of information about what he was screenshotting(?) or his OS or if he's running it as admin is why I tossed the ParagonWiki Screenshots link at him. It's quite comprehensive, he didn't sound like a newbie so I figured he'll be able to find the answer himself. It was a drive by answer, didn't have time to play 20 questions.

Since I don't know what you had I can't compare it so I'll talk in generalities.
It will allow you to play. Don't expect normally unless you aim really low or don't set the bar too high. It's better than the old ATI integrated HD 4200 that my folks have in their Athlon II quad desktop but it's around the same performance as the integrated graphics in Intel's Sandy Bridge CPUs (HD Graphics 3000). The ATI HD 5450 is more targeted for people building home theater PCs which are quiet but have hardware assisted video playback for Blu-ray rather than gaming. Compared to older cards we are looking at the 6600GT, 8500GT, 9400GT or HD 4550.
Forget AA, forget native resolution of your LCD monitor. Start at 1280x720 or 1280x800 (16:9 or 16:10 are the two "standard" aspect rations for widescreen monitors) and the graphics slider (lets start with advance graphics off) set to high/no ultra mode (middle setting) and work from there. You may have to go down to 1024x768 in a window to get OK frame rates. You will probably need to disable effects like DoF, Bloom and even basic shadows (now we are talking about options in the advance graphics options) and you may get around 30fps (with VSync off), less red side, Praetoria or revamp Atlas but I'm SWAGing here (Scientific Wild *** Guess).
/showfps 1 will display your frame rate so you can use that to gauge your fine tuning of the settings. -
Your mileage may vary but it use to be rewarded at the end of the month, which is a bit of a pain. However recently I've been getting mine on the 29th of the month, which isn't the day that represents the end of the month (it shifted a couple of months ago for no apparent reason).

I admit, I cried ... once. Lots of returning guests and a surprising, or not, cameo. I liked the ending (very last scene). Somehow I expected that.
