Cheap laptop quick, will this play at decent settings?
I don't have any personal reference points for newer mobile chipsets, but overall I don't see you having issues. Worse case you can checkout the thread that talks about graphics settings and I'm sure you know how to do the whole "start at minimum and gradually step up" testing method. RL testing is where results happen!
Depends on what you consider decent and acceptable.
The 630M is a rebadged 540M. Its going to run fairly typical of 96 shader fermi based mobility chips.
As for the laptop itself, 1366x768 screen...Well, at least the GPU isn't a slow intel.
I'm sure it will run fairly modest levels of normal mode and possibly sniff the low levels of UM depending on zone.

I was actually surprised a month or so back when I got my hands on a system using an AMD A8-3520 2.5/2.8GHz Athlon II quad core with integrated HD 6550D. I was seeing over 30FPS in Praetoria - revamp Atlas - Rogue Isles at 1440x810, no AA, in a window, with minimal Ultra Mode on.
Because of that I now believe basic UM is possible on a number of "low end" Dx10 class GPUs so I too believe that laptop can handle basic UM at it's native resolution. Still has a slow spinning laptop hard drive which can hurt at times. The big question is what does the OP mean by "decent settings" since one person's decent may be crappy to another.

That's the 400 SP model. so it should be roughly a 5670 which barely handles minimal UM. The AMD APUs are getting better but I with this post there are nvidia discrete chips getting close in price.
I find it amusing that there are people who have GT430/440 settings higher than my 6870.

If I can 30 fps at "medium" settings while running DA repeatables at +4x8 I'm happy.

I looked over the specs on the thing, its a pretty good deal since most models with similar specs cost $800 or more. As long as you consider Acer an acceptable brand and the 1366x768 TN screen as acceptable.
A Sager with the same 630M will cost $800 of course Sager is a small company who makes gamer laptops.
If you truly run CoH at 60 FPS with "ultimate" settings you're in for a huge letdown. Like most laptops with discrete chips use a laptop cooler and not your lap. You don't want to "cook" your lap.

True enough. I have a main gaming computer that gets 60fps on "ultimate" with everything turned up. This laptop will be for taking with me on vacation and the occasional 30 minute play session while lying in bed before turning the lights out.

With a resolution only slightly higher than your laptop (1280x960) and the forums open on my second monitor, I get fairly dependable 30fps near Atlas Plaza and up to 75 in a deserted corner of Atlas. This is with reflections turned all the way up and shadows on the penultimate notch. Occasionally I turn FSAA on for a screenie and forget to turn it back off - it doesn't kill my frame rate nearly as much as all the graphic detail, powers and auras near Ms. Liberty.
In missions, even my current DA mission at x8, I'm staying well above 40fps solo - right now it's 90 while being shot at. I haven't monitored the frame rate when the harpies start chucking fire and ash in all directions, though, just some low-end KOV with guns and swords. If it did pose a problem, I could turn particle count down.
Your graphics card should be able to handle CoH just fine. If you decided you needed 60fps everywhere, or a large screen, perhaps not so much - but you'd use a desktop in those circumstances anyway.
I got my laptop this afternoon and have run a few DA +4/x8 missions so far. The screen is a bit small, but at 'medium' settings (a few things turned up), I can run at about 45 fps without any issues.
It's not a gaming laptop, but for the $ it delivers pretty good. Just in case anyone was wondering how this turned out.
I also ran an ITF last night and didn't lag through it at all. Very pleased with my purchase.
