    I15 broke the

    What joke? There is no
  2. Power Surge isn't as lucky, as there's a -10000% recovery debuff for 20s after crash. For what? A hold at the end that has a pathetic radius.
  3. Shield Charge is actually a pseudopet that has a 400% (+300%) damage cap. That means after full fury and enhancements you're pretty much done. Sucks, I know.

Nope. Not a pseudo-pet. Lightning Rod, Chain Induction, Shield Charge, Burn and Power Surge use pseudo-pets.
  5. Martial Arts AS looks a lot like the old ET animation.

    Without the silly pom poms.

You know what, I think MA is liquid sex from now on.

    Lolz.
  7. But that would give Brutes access to Quick Recovery!

    Its baaaccckkk

So what happens if someone uses SB or IR on the contestant?
  9. I'd make "Call Reinforcements" summon Bane Spider allies for Banes instead of some big clunky robots.
  10. Static Shield is more than enough enddrain and endurance protection for Tankers, capping both(95%) at level 27.

For Tankers Grounded is basically just for negative energy res and partial KB protection.
  11. Hey guys I heard Empathy is getting nerfed I heard this from some guys in RV is this true?
  12. It sucks because it's not Foot Stomp. Otherwise, it's a pretty standard PBAoE attack. Damage is pretty weak because it's on a 14-sec timer, while Foot Stomp is on a 20s timer-having better damage, DPS, and DPA and a bigger radius.

Anyway, it's your only AoE bar Patron attacks, and can hold the Armageddon set.

    Day Jobs

Alternatively, thanks to Day Jobs... you're playing all the time!
  14. Yeah I bet the devs are like:

Dev1: "How's the new features coming?"

Dev2: "It's going great, we just got the new zone ready, new enemies that appear in a new taskforce, and a new reward system that lets players with level 50 heroes get better by doing heroic things!"

Dev1: "Alright... so, what can the players exploit?"

Dev2: "No, they can't exploit anything, as this is a time based system that rewards regular, active playing in the City than AFKing in an AE farm. Our playtesting has showed that this is actually wo..."

Dev1: "NO! BAD! Make the enemies reap huge rewards if you're bunny hopping behind a phone booth! At least 5 Purple Recipes every 100 hops!"

Dev2: "B-but why would we want players to do that?"

Dev1: "There are casual players that want to purple out their Warshade, we must give them a chance! Now GO GO GO!"
  15. Also, your build needs a little doctoring.

First things first, you shouldn't use Membranes in Conductive Shield because the power doesn't really benefit from those since it doesn't have a defense (de)buff or tohit (de)buff aspect which Membranes could increase. All those Membranes do in your Conductive Shield is just make it recharge faster. What you really want to do to Conductive Shield is to add Resistance and Endurance reduction values like any other usual armor toggle.

Force Feedback +Rchg proc is broken in Lightning Rod and similar powers that summon a pseudo-pet instead of being a straight out attack from you. If the proc fires, Lightning Rod (the pet) will get the recharge, not you.

Peroxisomes' +mez aspect doesn't help Ball Lightning at all since it doesn't do any mez, making the use of Peroxisomes a waste.

Power Sink doesn't need any accuracy enhancing because the power is autohit. Slotting the Efficacy Adaptor pieces that have accuracy is a waste. Eg. Rech/Acc when there's Endmod/Rech available in the same set.

Why 4 Ribosomes in Grounded? Not only you're hitting the ED cap very hard on a passive power, you are also trying to reduce its endurance cost of 0. Yeah, it doesn't use endurance for being a passive.

Also, you've already capped your "rule of 5" from bonuses that give +5% recharge and +1.13% HP. You can only get each "strength" of each bonus 5 times before it caps so you can't slot a zillion sets that each have +5%Rchg since it caps at 5. You can slot 5 sets that give +5% and 5 sets that give +6.25%, however.

    Power Surge's slots are empty...

Anyway, what do you want from the build? Do you want defense to layer it with resistance? Extreme +rchg? Regen? Mix of things? Judging from the number of HOs and other expensive IOs used, influence or time shouldn't be a problem.

Edit: with Conserve Power turning into Energize, you may want to take that into account as well.
  16. Psst, you dropped your data chunk.

  17. VEATs. They can see stealth-capped Stalkers 117ft away when at Perception cap.

But since this is about RV... well, wait for GR.
  18. I wonder how Energize will look like. Will we get fancy particle effects or will it just use the old Conserve Power effect with just modified numbers?

If it looks anything like Citadel's aura I'd be a happy camper.

    Changing Origin

Nothing would be "nerfed." Just like SOs weren't "nerfed" when IOs came along in i9.

Give the current existing characters a chance to "retcon" if they want to "min-max" their Origin pick. Other people would pick the one that fits their theme anyway.

Also, make some changes to how Origins interact with the game. Early game heroside with DATA, SERAPH, etc. making it clear that you are of certain origin. Those are quite good, but that's only what, the first 5 levels? Temporary powers having different effects depending on your origin is good as well, Demon Box and the vet attacks coming to mind.

Third, we need more things like that! Not always temporary powers like EMP Gloves, Claymores or Wedding Bands, but perhaps inspirations that some Origins can use better than others. Maybe even temporary enhancements with interesting effects that disappear after X amount of use, leaving an empty slot (giving players more choices, to use Inventions or these temporary enhancements?)

    More Origin specific stuff, please.

    Changing Origin

Well what if they did make Origins actually matter in some way other than "you use Wetware Eng Cyberhearts instead of Boron Exposures for endurance reduction."

I remember Origin mattered in what insp drops you got back in when the game was in alpha phase. Naturals got yellows, Magic got lucks, Technology got reds, Science got greens and don't know what Mutants got, blues maybe?

Should do some more digging with the wayback machine.
  21. Actually, it has the same exact effects as Kinetic Shield from the Energy Aura set. I know because I have it.
  22. I love Jacob's Ladder. It's so bad! (Like the Power Glove)

That team will have more tentacles than you can fit in Japan.
