What is the ideal build to take down a stalker?
I don't think this is the right forum for PvP questions but my impression is that you have to start with having an aura like Blazing, Icicles, Death Shroud or something like Mud Pots to interrupt their Assassin Strikes.
It's been a while - but part of it depends on how much the stalker has built for PVP (if they're actually a PVPer or just in casually) - primarily because of how easy (or not) it will be to see them. With perception vs stealth capped (on both sides - capped Stalker stealth vs capped anyone else perception) you'll only see them within... the number escapes me, five or ten feet.
Fresh out of the box (not PVP-built with extra stealth, stealth IOs, etc.) a single yellow insp will let you see a Stalker before they're in range to hit you. Some sets (ice, SR, DA) that give extra perception will see them as well - thus the 'stealth arms race' in PVP (PVE, it just doesn't matter.)
Still, yes, any AOE will help - note, however, that they have *high* AOE defense while hidden. But if you see "Miss, miss, miss" coming toward you, duck around a corner. (Or, being a tank, just eat the AS - they don't do that much.) Post- AS, even if you're placated, the AOE should have an easier time hitting (and keeping them from re-hiding for a time.)
there's really no way to down an experienced pvp stalker in zone, since they can only be seen within 10 feet (if you're at perception cap) and they can pick and choose their fights, and they can fall back on phase if they need to rehide.
Well, fighting a stalker starts off with being at the perception cap.
The stalker stealth cap, at level 50, is 1143 feet. The perception cap, at level 50, is 1153 feet. Thus, a character at the perception cap can see a stalker at the stealth cap up to 10 feet away. This is basically enough to see the AS coming and attack him first, if you are paying attention.
Base perception is 500 feet. Most sources of perception (such as focused accuracy, targeting drone, or the various armors that give +per) are 300 feet. Tactics, at level 50, gives somewhere between 242.2 and 432.5 feet of perception (for heroes), depending on AT.
Tanks and scrappers can pretty easily cap their perception by taking an armorset with +per, taking focused accuracy, and slotting the +per IO (100 feet) into focused acc for 1200 feet of perception (capped at 1153). They get the same values for tactics as blasters, so can't quite cap with just tactics + armor + per IO.
Blasters have it a bit harder. They don't get focused acc, so they have to rely on tactics. Unfortunately, tactics + targeting drone + per IO, at level 50, is only 1142.2 feet for blasters, 0.8 feet *less* than the stealth cap. Thanks to the way the +per of tactics and stealth/per caps scale with level, blasters can self-cap their perception in bloody bay, siren's, and warburg, but not RV.
Controllers, defenders, and peacebringers don't have access to anything besides tactics + per IO, which isn't enough to reach the cap (even though they get more out of tactics). Warshades have +per in their stealth, but warshades kinda suck at PvP.
Of course, not all stalkers are at the stealth cap. The 'serious' PvPers among them are, of course, but not everyone puts in the effort. Non stealth-capped stalkers can be seen pretty easily, and at longer ranges too, if you have some perception.

Actually, there is no that-one-build-to-take-down-stalkers. There are some builds that can take them but can not keep them from running, there are others that can keep them from running but take some effort to turn them into stalker-detectors etc. However, there are some good builds if you consider the advice given by the posters above.
If you want to play a toon that does not have to worry about stalkers at all but can ruin a stalker's day without having to go too much out of his way for a good anti-stalker-build I can recommend a WP/SS tanker. You can easily reach the perception cap and often enough hammer right through defense armour.
But, seriously, a stalker who decides to crouch next to such a guy for his AS has earned the right to the preemptive KO-Blow he is about to get.

I've been hanging around in RV a lot recently..and I have come to realize, all that I see there are stalkers..and by see, I mean their broadcasts. I have tried a lot of things to take them down, and so far, my tank can only deal with the occasional ninja. So i ask you experienced PvP'ers out there, what is the ideal build to take these guys down? Thanks in advance

What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
Oh, I do not think you will have many problems building a WP/SS tanker. You will want to have every WP power (with Resurgence being the most optional) and the slotting is quite straightforward and beyond that most of it is down to personal preference. For example, personally, I like putting a Dark Watcher proc in RttC. It might not provide a huge effect, but it sure as heck annoys people a lot.

It's odd, and not particularly useful other than getting a little pre-warning on occasion that someone's out there, but it is there.
I dont go out of my way to kill stalkers but what works for me is a build with burst damage (i use psy/em blaster) and when you see them attack someone else then attack them.
Even with the best stalker hunter build you will only see most of them at 10ft anyway, as stated earlier.

But since this is about RV... well, wait for GR.
If you really want to kick the crap out of stalkers and laugh at them, make a DM/Willpower brute, then build for HP cap/regen. Make sure to get all the stuff like perception cap as well. Make sure to pick up the shark hold, as it is broken good long ranged damage right now.
I kid you not, a stalker is physically incapable of killing such a character. They actually do not have enough burst damage or long term damage to put a dent in a DM/will power brute running at health cap. While its debateable whether you chase down the stalker and get the kill, he will be utterly hopeless in trying to kill you.

Remember from old Arena matches that MM pets used to 'find' Stalkers; if this is still the case your best Anti-Stalker could be a Mastermind, in Warburg at least.
Other than that, mobility is your friend. A vet Stalker is going to AS you no matter what, but erratic movement can have them 'just' critical you instead of an AS.

Should also note that there's still (last I knew - I believe I've seen it recently) a bug regarding stealth and distance - you *can* see a stealthed character at *long* distance on occasion. They'll fade as you enter their stealth range.
