I was just on the Test server; checking my shortcut for Test I see "I:\NCSoft\Launcher\NCLauncher.exe /LaunchGame=CoHTest" (I have an aversion to installing software on my Windows drive). Does your shortcut look similar (notice the difference in the slashes)?

Instead of getting an ATIO you get a voucher, when a character claims it they get a random ATIO for that character's AT.

I quite often use some level 15 common IO's to save money, I replace them usually by level 25 with SO's or common level 25 IO's.
The Steadfast IO and the Karma Knockbacks are cheap enough that I slot them early using merits (between alts and running content on the leveling character its very easy).

Redside, Television and Viridian. I love both of those.
Television is just surreal, and Virirdian has you 'befriending' a bunch of major villains to invite them to a summit.

I've found just running the content and using the Reward Merits and Hero/Villain Merits I acquire goes a very long way towards kitting out a character. -
There is that occasional bug that doesn't let you pay the upkeep, the registrar thinks you're all paid up and won't let you pay.
Was that bug ever fixed?
If its the same bug you can either petition it or wait for the server maintenance. -

Spinning Strike
Melee (Targeted AoE), Heavy DMG (Smash), Foe Knockdown, Finisher
You execute a spinning attack that first strikes with your fist and finally your heel hitting your foe and all enemies immediately nearby. Spinning Strike deals Heavy Smashing damage and has a high chance to knockdown foes. Spinning Strike is a Finisher and sets your Combo Level to 0. It will deal additional damage and will have a greater chance to knockdown dependent upon the current Combo Level. At Combo Level 3, Spinning Strike also has a moderate chance to briefly inflict Terrorize in nearby foes. Damage: High, Recharge: Slow
Designer's Comments: This power will make up the bulk of the area of effect damage for the set. It recharges fairly quickly, deals great damage, but has a smaller area of effect than other melee AoE powers. Also, unlike most melee AoE powers it is targeted instead of player based area of effect (PBAOE). Spinning Strike can knock down foes, this chance increases with additional Combo Levels. If used with Combo Level 3 it will also have a good chance to inflict terrorize, causing targets to tremble in place.
