It would have been amusing if Praetorian sympathizers had been cropping up in Paragon and began leaving their propaganda posters and graffiti. This is just sloppy coding for art assets, though.

Well, technically plenty of Praetorian loyalist players have popped into Paragon since going rogue. Maybe it was them.

And the entrance to Pocket D is nearby, with the portal to Praetoria there, so maybe you do need to know if it's raining in Imperial City! TPN's just trying to expand that coveted interdimensional marketshare.

Sorry, just a tad bitter because a hero needs a decent thunderstorm to pull off the Spawn on a building look and apparently the city isn't water proof so the devs said "No Rain!" :/
I guess I'm weird like that. I love games with immersion and cool highly dynamic weather patterns. Weather patterns like the ones in modded Fallout3 would make coh just ooze eye candy.

The key is that since they're parallel worlds, they have the same weather on the same days! Hence, by having more reliable weather reports (or just, perhaps, the cuter weather girl), Tyrant can start getting people to tune in to TPN via Interdimensional Dish Network, slowly seeding it with pro-Praetorian propaganda, and take over Primal earth. Our only salvation is letting Nemesis control the weather...wait......
Here is how I see it:
Obviously, people in Primal Earth have been haxxoring Praetorian cableboxes to get Praetorian channels and shows for free.
The Invasion by Cole is the application of the anti-piracy warnings that everyone has ignored. 
"How do you know you are on the side of good?" a Paragon citizen asked him. "How can we even know what is 'good'?"
