It does not stack, but I don't see the pulse rate, just that the effect lasts 5 seconds.

It will stack from different users though. (but only once for each user)
As will Oppressive Gloom. My wife and I both have level 50 Dark Armor characters, we both opted for OGloom over Cloak of Fear. Everything was stunned, including bosses.

Do the -tohit and the fear stack with each pulse of Cloak of Fear?
By the way, can someone remind me how often is each pulse.
