NCsoft Launcher and UAC
The funny thing is, it doesn't even matter whether you allow or deny access, the launcher still continues and starts the game. So it doesn't even need any special permissions to do its thing...

UAC.
A good idea, thoroughly broken and mis-implemented by Microsoft. Big surprise.
Honestly I just turn it off myself, as it adds nothing for me but frustration and wasted time.
Note: I do not recommend turning it off for everyone. Just noting I do so personally.
I consider myself comfortable enough with things to have it off myself as well, but you Can turn down the sensitivity of the UAC. I havent' tested it, but I think you can tell the related apps (launcher, cox.exe, etc) to run with admin privilages (I Think this puts them on the UAC nice-list).
There's some way to force a program to always run in Admin mode, but I have no idea how to do that since I'm still on WinXP and the Win7 machine is being monopolized.

Don't install it on your Windows drive.

I do not have it installed in Program Files. I want it on the drive with Windows only because that is my SSD and it loads a lot faster.
But I did figure out how to avoid the yes/no quesiton about the admin prems and I think this must have been why it worked before. I have the Microsoft Sidewinder X6 keyboard where you can program some keys. I had one programed to kick off the NCSoft Launcher before. I had not gotten to that part of updating everything when I reinstalled on the SSD. I just configured it and no more asking for confirmation.

Thanks for all the suggesstions and help.

I had this set before and working but of course when you put in a new hard drive you miss something to write down.
When I launch the NCsoft Launcher, it always kicks off UAC. How do I make this stop asking me for this one? I tried marking the shortcut with Run As Administrator in the properties but still does it.
Thanks.
