An in-game option for questions, guidance, or just general help would be The Mentor Project. There's instructions in that thread about joining the N P C channel (for non-trial accounts only), and the people there are willing to give as much or as little help as needed to get you started.

You could also use /powexectray <slot> <tray> with slot and tray replaced with the appropriate numbers.
ie. to execute the power in slot 3 on tray 7: /powexectray 3 7 -
So instead of "Ask a Dev with David Nakayama" perhaps we could have "Ask a Dev... to draw your character... with David Nakayama."

I got an out-of-office reply email to confirm my contest entry, but did not receive a tell to let me know my arc was played. I don't know if everyone else received that confirmation, but I'm fairly certain that I did not.
Regardless, congratulations to Sister Twelve for winning the challenge. I haven't had a chance to play many of these, but they're on my to-do list. Now all I have to do is get time to look at that list. -
The second mission of the Mender Silos hero arc is an instance of Striga Isle.

Agile is a passive defense power - it's main function is to increase your ranged defense by 5.625% (unenhanced). The resistance is a sliding bonus that increases as you lose health, so if you're at 100% health, you'll see 0% resistance. I don't recall what the scale is, or whether it's worth having, but as far as I recall, it's not enhanceable anyway.

Thanks to all who have played and offered feedback for me so far.
As the deadline is fast approaching, I am still prone to tinkering. A lot has changed since I first publishe, and hopefully I have managed to tighten up the story a little... but may have succeeded only in making things muddier.
If anyone has the time and inclination over the next couple of days, feedback is much appreciated. -
I've been meaning to try out this Architect thing since it came out, but somehow have never managed to get around to it. But Dr Aeon's challenge seems like as good a place as any to start. Any feedback, whether related to mechanics or content, would be appreciated.
(Special note: this arc has undergone several title changes, and will possibly go through several more - I hate coming up with titles, so I'll accept suggestions for that as well.)

Don't forget that when you're exemp'd you have a whole bunch more enhancements than a native level 10 would. In many sets, the first couple of powers are staples that get 5 or 6 slots by SO levels. Even with exemplar scaling, having three attacks with three damage SO's, as well as some accuracy/recharge/end reduction, is signifigantly more powerful than what's normally available.

I find the stealth helpful at times to control aggro in tightly packed rooms. In most situations, you have to do a little extra work to gather and maintain aggro, but it's certainly not unmanageable.

Well, I didn't see either Dual Blades or Dark Armour...
As always, I recommend any/any as a playable scrapper build, so DB/DA should work just fine. -
This would be much easier to look at if you included the data chunk to import into Mids. Reading builds in the forums is tedious.

Check your combat log to see if there's an attack or mob that's getting an unusually high chance to hit you?

As to the original question, I think you're almost always going to get more noticeable return from 2 end mod commons and the Performance Shifter proc (or the PS proc and end mod + 1 end mod common). -
There's no xp penalty per se, but confused enemies will attack each other, and any damage they do will decrease the reward you get.

If it never actually gets past the loading portion, then it may be a firewall issue. Check your settings, or temporarily disable the firewall and attempt to start the program.

I probably shouldn't comment, since every time I do lately, the thread dies... but here's my two cents.
Build A:
1) Obliteration in Spin. I really don't like 6-slotting Obliterations in attacks I'm going to use frequently because the endurance reduction is really poor. Claws is pretty endurance light, but I'd still prefer to slot a more end-friendly set in Spin.
2) Aegis: Psionic/Status Resist - I'm just not a fan of this IO. As a scrapper, there's going to be very few times when Status Resist is important, and without some additional sources, the 3% resistance to Psi is practicaly non-existant. I think you'd get better return with the End/Res/Rech.
3) You're over the cap on 1.12% HP bonuses. You can probably save some cash by replacing the LotG: Def in Weave with a generic IO.
Build B:
1) Focused Senses really doesn't need all those slots. The bonus for the fifth LotG is Hold resistance, which isn't particularly useful to a scrapper, and removing the Def/Rech will still leave you over the soft cap. I'd probably add a Perf Shifter in Stamina, but I just like having lots of end.
2) Aegis: Psionic/Status Resistance. see above.
3) Weave - I'd probably replace the Kismet: Def/Rech with a Red Fortune: Def/End. The bonus from the Kismet isn't as useful as better endurance reduction.
Both build look pretty solid, so there's not a whole lot to tweak. Good luck. -
If you add in the Portal Jockey and Atlas Medallion accolades, you'll get an additional 0.3 end/sec, or just about the cost of Cloak of Darkness and Dark Embrace.

/cc # is the normal costume change command. It will change to the costume slot specified.
/cce # ccemote is the costume change emote command. It changes to the specified costume slot and plays the specified costume change emote. Note that only costume change emotes can be used here - standard emotes do not work with the cce command.

Some recommended reading for beginning macro creators. -
/bind <key> "cce 0 cclightning$$s Let there be light!"
If you actually wanted the second costume slot, change the 0 to 1.
Also, check the wiki. -
If I recall correctly, just make sure that at least one character stays on the map at all times (ie. don't all hit the hospital at once).

And just because I've also been looking at a DM/Shield Scrapper, I'll post my current plan. I think my focus is a little different, since I like to run task forces, and plan to exemp a fair amount. If I've done my math right (definitely not making a promise there), I should be able to exemp to 35 and still keep soft capped defense.
