Those that apply the rating before they have finished only count only as a count of .5 (or whichever fraction of the arc they have completed) of the whole total ratings. One who has completed the full arc counts the full 1 towards the rating count. -

Eh, it only has a 5% chance every 10 seconds. One can never be sure when that will happen. Also, the "Build Up" lasts only 5 seconds. The only reason I slot it anymore is to get the tier 6 set bonus of +2.5% Meele, Range and AoE. -

I was under the impression that if you slotted 4 Miracles into, say, Aid Self that the +5% Enhancement(Heal) would NOT apply to it.
I thought that the bonus was only applicable to powers that healed OTHER people not yourself. Is that incorrect?
Mid's seems to indicate that the +5% heal bonus DOES apply to Aid Self.

Castle explained awhile back that only heals that grant Damage Resistance will not benefit from the +% Heal set bonus(Reconstruction, Healing Flames). Others still benefit from the heal bonus. -

I had expected activating the second build to start the respec screen, not retrain from zero. It frustrated me greatly that I could not access the same 'pool' of enhancements. I do not have the resources on any of my characters to repurchase and remake all the IO sets I'd need for the second build.
I haven't used any secondary builds, and suspect I may never use them. -

Bug Description:
Private Tells are not sending all the information. "[Tell]Mr. Funny, Hey dude, Whatcha up to?" became "[Tell]?"
Another time was just "[Tell]". Backspace doesn't work when this happens as even the character's name is missing--Quick Reply just fails.
It appears to happen only soon after I've logged in or zoned to/from a mission map. Most often it's only the first tell after Logging/Zoning. Possibly it's when one right clicks the Friends Tab to send the tell. I've yet to see if this happens with a Global Tell. -

I wouldn't mind if it was even as low as 12-16 hours. Some folks can only play on the weekend, and then the taskforces they can get on. Some folks still do the same one again and again. -
Pro:
Being able to buy the recipe I want! I can finally get that Luck of the Gambler Def/Global Recharge for less than 25-60 Million, and even at lower level than level 50 (nice to keep those set bonuses when exemping).
Con:
Costs on average two tf/sf's worth just to buy the 'commonest' uncommon recipes. Rares requires 6-8 or more. (This presumes an average of 25 merit for a tf) The costs are too high. Decreasing them 20%-33% would help(they should not be TOO cheap). Some rare recipes cost far too much for low demand sets (i.e. Trap of the hunter, Pace of the Turtle). I cannot imagine anyone spending 200 merits for Trap of the hunter : Chance for Lethal Damage.
Pro:
Villains can spend merits to get the recipes that are selling for over 60 million on Black Market for much less.
Con:
Villains have few SF's to earn merits to begin with. Lord Recluse's SF is easily the hardest in the game, and grants only 25. The reward is not worth the risk, and is far too low for what is supposed to be "endgame content".
Villains need more SF's, and likely a 20% increase to the merits rewards until more content can be added. LRSF should be 60%-100% more than it is.
Pro:
Giant Monsters are sought after beyond the first "get-the-badge" defeat--now they drop merits!
Con:
They drop a mere two, and many stop seeking Giant Monsters due to low reward. (Lusca is particularly bad granting 2 merits for want is in essence nine defeats).
% merits would be a better base, and the value ought to be modified base on the difficulty of the monster.
The monsters of Monster Island grant none, and should at least have a small chance to grant a merit.
Pro:
I can spend merits for rare salvage.
Con:
I can only get a random drop as opposed to what I actually need. (Merits are too few and too precious to waste on random salvage)
Pro:
I can spend a merits to get a random Trial or TF recipe drop. No more 'farming' Eden trials and Katie Hannon TF's.
Con:
I have no idea what set recipe is in which pool, especially in regards to the new Set recipes.
Pro:
Ouroboros arcs grant Merits! Excellent!
Con:
These leaves them open to farming when anyone find an arc than grants a lot of merits.
Flashback arcs should only grant a percentage if a player already has the souvenir from the arc (and I mean each player, if some have it partial amount, those who don't full. Even on the same team.) I have not been able to test if this is already the case, or if it's even possible to grant varying awards to the same team. -

Just to clarify for everyone, to my knowledge there are no new costume items added. The sets from the pull down are just the collection of all the items in that list. For example, if you want to have all the "steampunk" items (say to start and tweak your character from there) it will select all of those for you. But it doesn't mean that there are items for every slot in that set; just that it puts what available costume items there are on your character.

Actually gambling in game is a slippery slope, perhaps a limited times per day. A chance to get uncommon and rare recipes perhaps (with the lack of trials and Strike Forces, getting those recipes only attainable via those is rather difficult.) -

It appeared to me that the item could only be kept 7 days, then lost and 21 until you could get another. Positron clarified this, but I was never a fan--nor will ikely ever be--of rent/upkeep. Rent is annoying enough to have in real life. I don't like it in game too. That's just me. -

Without any modifiers, you go from 0 endurance to full endurance in 60 seconds. So, Temp powers or Accolades which increase Max Endurance are also, effectively, increasing Recovery rate.
Stamina, 3 slotted with +3 SO's grants 149% Recovery, or roughly 2.5 End/second if you have the normal Endurance maximum.

I 6-slot Stamina with every toon, save those with another was to gain it (Transferance) or Masterminds which actually don't need it. If 4 or 5 slot it, I run out of Endurance in every fight, and this is with an End reducer SO in every attack power and toggle.
149% looks good, but in practice is not nearly enough. -

And NO WAY it is an acceptable trade for ED. -
This hardly makes any sense. Reflexes are about not getting hit, and now it's getting DR?
Reflexes don't help you soak damage, so why not increase there base rates? Y'know, like before I5?
