I don't believe it's even possible to get +ToHit from set bonuses (just +Accuracy, which is not the same thing despite the game itself often getting confused about that), the single exception being the Kismet +6% "Accuracy" (actually ToHit) unique. So you don't really need to take a magnifying glass to your build, since you're only going to be able to get the extra ToHit from a) Powers you already have, b) External buffs or c) the aforementioned Kismet IO. You can also use yellow inspirations to get there, by the way.

Nobody here can accss your account or provide official support for you, all we can do is try to help based on what we know about the game. If the iStuff gets vastly more playable time added then it is the majority of the focus.
Prior to the Incarnate System, people used to say "There's no sense in rushing to 50 because there's no endgame to do once you get there besides running the same 2 or 3 TFs over and over again". Now this is no longer true, but that doesn't mean people don't play sub-50 content anymore. The WST means that sub-50 TFs/SFs get run on a regular basis (and even if they aren't the WST, they still have badges, and folks love badges), and the devs are not only releasing Incarnate content with new issues (Laura Lockhart being a prime example of very recently released non-Incarnate content). Much of this content has non-XP/inf rewards associated with it (badges, Alignment Merits, Reward Merits, Notices of the Well, Incarnate Shards) that cannot be obtained through farming AE missions or running iTrials, thus they still get run. iTrials have certainly became a main focus of the game, but that's mostly because they're relatively new, and they are still not the focus.
In short, the sub-50 game still exists, and a new player should definitely run through it if they want to know anything about how to play their character and the game in general. Even if their eye is on the endgame, nobody is going to be inviting them to iTrials if they don't know what they're doing. Believe me, I've seen a few folks on Pinnacle who quickly developed a reputation for not knowing how to play their characters at all, and as a consequence they got completely ignored when trials were forming. This should serve as a cautionary tale to the OP and any other new players reading this -- learn to play first, or no one will want to team with you. -
This. I took my nuke on my Elec/Elec Blaster, but didn't use it very often despite having Power Sink available to make up for the crash. Endless Destiny changed that, however, and I use the nuke a lot more frequently now (usually while Ion Judgement is recharging).

I'm surprised she even had her proper name since it seems like all they did was run a simple search-replace script on Sister Psyche/Penelope Yin.

The best advice I can give you is not to farm your way to level 50. Play through content, actually learn to play your characters. Unlike other games, this game does not begin at the level cap.

Not to my knowledge, it just makes the fight much less annoying (well, a little less annoying). You should still be able to damage him while he's not using the power.

You're misunderstanding, and the game is honestly not very clear about this. As a Loyalist, you can do arcs for Resistance contacts, although you'll need to find them for yourself. At certain critical points during the arcs, you will be told that you can call Provost Marchand and talk to him about what you're up to in order to sabotage the Resistance's plans. Conversely, Resistance members may do Loyalist arcs and call in to Calvin Scott at certain points. Not every arc gives you this opportunity, however.

Yes and yes. For Dr. Kahn it's Column Breaker and Master of the 5th Column Task Force. For Barracuda it's Arbiter and Master of the 5th Column Strike Force. The difference between the badges is subtle but it's there.

I was trying to find a screenie of Marauder holding his Enriche bottle from the Lambda trial so I could add "Cool story bro!" to it, but couldn't find it. Just pretend I did though, and imagine how hilari-awesome it would have been had it existed.

It overlays your own costume and model and can even do a gender change with some of them like using Carnie Ring Mistress codes on a Male or the Freakshow Tank code on a Female.
Much like the Halloween costumes.
Also, they turn off my Cloaking Device. I'm not sure what other powers they override.

Shouldn't the Combat Attributes reflect the numbers after resistance though? That appears to be the case with the effects of Preemptive above. Now I'm wondering if this is WAI.

Disagreed. This arc was a huge mess that I couldn't even bother to care anything about. An interesting experiment but totally failed in my opinion. I did enjoy the Clockwork named/speaking in binary, but that was about it.
