Yes and yes. For Dr. Kahn it's Column Breaker and Master of the 5th Column Task Force. For Barracuda it's Arbiter and Master of the 5th Column Strike Force. The difference between the badges is subtle but it's there.

Not to my knowledge, it just makes the fight much less annoying (well, a little less annoying). You should still be able to damage him while he's not using the power.

Are there badges for both these TFs? If yes, do they each have their own Master of badge? On the paragon wiki it looks like the same badge for the Master of but it doesn't state for sure?
