We do know that Castle created [The I Win Button] power in I9 to test drop rates. If, during the course of the Trial, the number drops below 12 from disconnects or quits, then people in the queue will be able to join the event in progress to bring the number back up to the minimum.
Me, I like choice. I think I would prefer a system where a raid can choose to start once the minimum is reached, but can also choose to wait (you'd probably have to have some sort of voting system for this to be fair, though). -
Don't see any shark/fish parts. My main interest in this pack was for my shark-themed character, guess I won't be getting it now. Kind of disappointed.

Do we know if the VR applies a +2 level shift, or is it the same +1 shift as the Rare?

Not sure if anyone else has pointed this out yet, but I noticed that the bug with the Respec Helper window's scrollbar resetting if you move it has been fixed. Very glad to see this working properly, it'll make respecs even easier.

Didn't they change Recluse's energy beams so that they do massive endurance drain? I think it happened pre-I19 or pre-I18, but my first WST run of the STF the Tank discovered this the hard way.

Both red and blue sides are full of EB/AV battles in the mid-to-late game. You can also spawn an EB/AV any time you want in a Safeguard/Mayhem.

In comics, a hero's origin also often is directly linked to their greatest arch nemesis, as well. It usually opens them up to the conflict and storyline that defines them, forcing them to improve their powers and skills over time.
The game KIND of has this, in that some contacts offer access to enhancements that are specific to one origin, but in reality, with so many sources of enhancements in the game, and with SOs now being the -second- best, this has become all but null. -

Taking a look in the CoH launcher, they have info at the bottom of the pane about the strike pack and links to the site and forums. Couldn't they simply add one more sentence to the effect of "To learn which task/strike force(s) are the weekly strike target, click this link to view the updated announcement."? -

I thought next week was supposed to be the ITF. I'm pretty disappointed by this change, the ITF would have given me exactly what I needed to craft my second Rare. I guess I can always breakdown the reward from Kahn/Cuda, but ugh those are both terrible to run (especially Cuda).
As to the topic, I'm glad it's not just going to be level 50 TFs (I was worried that it would be). I'd rather not run the same 4 TFs (STF/LRSF, Kahn/Cuda, ITF, LGTF). -
The captions on scan #3 suggest that this article included a picture of Red Skull with a Cosmic Cube...where is it?

Forums seem to be having issues too, I got three "connection to server has been reset" messages just in trying to get to this thread (along with yet another forced forum logout).

No problems with my rare Alpha Boost here. Crafted it after an LRSF, ran two tips with no problems, then ran an STF where I was the only level-shifted person on the team, no issues there either.

States was the only ally NPC meant to be that powerful, so he just got stuck with that classification, and it was never fixed later when the alternative became available.
I've also heard it used as evidence that we're actually rescuing Tyrant in disguise, though. Which'd kinda be awesome. -
You may want to hold off on any immediate plans to get the AVs in RV, for the past two anniversaries the AVs were spawned in regular zones (the heroes in the Rogue Isles, the Arachnos AVs in Paragon City), and you could get the badges that way. The devs might end up doing the same thing this year.
