If you get Titan Sentinel, you can grab your build out of the game pretty easily. That you're using an end-game build to level is a huge mistake in and of itself. For example, you will need 2 slots in Practiced Brawler to make it perma and you took Maneuvers much too early, and I know for a fact you aren't using level 50 enhancements at level 28. I can give additional advice if I can see your build as it currently is in game.

That is the single biggest falsehood about this game. SO balancing went out the window with Vanguard. Praetorian mobs, especially Devouring Earth, IDF and Resistance made the SO myth obvious to all but the most dense. -

Any SG that prides itself on its Prestige generation is a bad SG that deserves to be embarrassed. More power to the 88s! -
You want to see a weak set? Roll Icy Assault. Now there's a set with almost no damage at all combined with questionable utility.
Earth Assault kills things and kills things fast. And it gives you a second single target hold, in addition to everything else it does.
Tremor gets a lot of grief, but it's a very good power:
Tanker Foot Stomp:
Damage: 63.17
Range: 15'
Cast Time + Recharge: 22.1
Endurance: 18.5
Dominator Tremor:
Damage: 58.39
Range: 15'
Cast Time + Recharge: 21.3
Endurance: 16.8
Very competitive with Foot Stomp, widely considered one of the best powers in the game. It's only downside is its animation is about 1 second too long, but it recharges faster than FS, for almost the same damage with less Endurance.
One of the best, most solid sets Doms have IMO. -
I'm leveling a KM/EA (early 30s). Last session I ran into a large group of Rikti Drones (mission set to +0x3B). I'm EA, they're tossing Energy attacks at me, I even have the 3% Defense IO slotted, so no problem, right?
WRONG! Inspiration gobbling was the only thing that saved me. Against Energy attacks. In Energy Aura.
Yeah, EA is still kinda suck. It's better than it was before (I leveled a EA Brute to 48 and deleted before the EA buff), but the poor performance against the damage type it is theoretically strong to really had me shaking my head.
Oh yeah, then I went up against a large group of Red Caps and Tuatha. EA is weak to Smash/Lethal. It was bad.
The saving grace of EA is that you can get the Day Job Combat Shield and craft the Kinetic Dampener Temporary Power to give yourself an hour of godmode at a time. But when you're leaning that heavily on Temporary Powers, you know your secondary isn't doing its job.
On my KM/SR, both those missions would have been cake-walks. SR is way, way better than EA.
But do try it. Combat Stealth must be seen to be believed. Where other Brutes will have two or more spawns come down on them at a time, EA can fight one spawn at a time as your CS makes the other spawns ignore you (unless you get stupid and attack them or get too near them so as to allow Fury to aggro them).
You might consider rolling a KM/EA Stalker, as well.
TL;DR: Willpower is much, much better than Energy Aura. As is every melee armor set except Electric Armor, which is also pretty miserable (Brutes don't get the Heal until 28...owie!) -
Now if only event critters gave decent XP instead of the crap XP they currently give.

I was hoping for the build the OP is using at level 28 rather than the end-build. Addressing the end-build doesn't really help the OP at 28. Perhaps the OP could post the current build being used?
Here's my notes on the end-buld, however:
-Don't take Aid Self on SR. Totally necessary. Waste of 2 picks and slots.
-Don't get SR to softcap via set bonuses. SR gets to the softcap so easily without them, leverage that strength and do more useful things with your set bonus opportunities. This is one of the chief advantages SR has over sets like Shield Defense. Use that advantage!
-You've got way too much Defense. Scale it back to 48% or so.
-Triple-Slot your Luck of the Gamblers for HP boost.
-I wouldn't bother with the Stealth IO on a Brute. Fury will break your Stealth anyway.
-I wouldn't put Taunt on a PvE build.
-I'd take the Energy Mastery Ancilliary Pool instead of Mu Mastery. Superior Conditioning and Physical Perfection are awesome powers. Focused Accuracy can come in handy from time to time.

Correct me if I'm wrong, but can't you "buy" a respec recipe on Training Room for free from the store? I seem to remember doing that.

It's a bug. Arbiters are rarely seen in combat due to their peacekeeper role. At times they will be seen in combat, as with Arbiter Sands, but this is a rare instance.

IMHO Fiery Aura is crap on Scrappers (I have a 50 Fiery Scrapper so I know first hand). No matter the primary you're going with, if you want Fiery Aura roll a Brute.
Kinetic Melee on a Brute is still one of the strongest sets available to Brutes. People say it's weak, but compared to any other primary, it more than holds its own. -
Back when I was arguing against side-switching, I argued people would take their Brutes and Masterminds and leave for blueside, leaving redside population worse off. Well, I was right. Nothing much to do about it.
Remember the best way to get a team is to play on Freedom or Virtue and to form your teams yourself rather than waiting for an invite from someone else.
