IIRC the original Proc is a 5% chance?
The Market Proc being 3PPM means it will absolutely go off 3 times in a minute, it also means it will almost always go off on a power that has a recharge of 20+ secs.
Now I'm not a Math person but I think the performance is comparable and depending on what power your putting it into the PPM one might actually be superior to the 5%.
if in an Auto power I think the check is once every 10 secs
so that's a 5% chance every 10 secs or a guaranteed proc every 20 secs -
Correct me if I'm wrong but do the Dark Armor PBAoEs have a taunt component? Seems to me like those would also work as taunt auras.
And if they don't, I think mobs have a built in hatred of control effects which would also help DA attract agro, making 4 sets viable for tanking on Scrappers. -

I thought the proc was using the same procs per minute mechanic the Stalker Proc had.

And if MA and EM had a single AoE/Cone couldn't those people simply skip the offending power?

So I had bought this game May 7th 2004.(about a week after launch)
I've been subscribed ever since , when the HEro Gear Kit came out I was like sweet and quickly bought one.
I bought the CoV:CE in December of 05 and loved it ever since.
I frequently use Prestige Power Slide, and toyed around with a couple of concepts using the Arachnos Logo but none of them ever stuck. I also find myself using the Pocket D Teleporter and the Jump Jet a reasonable amount of times.
As someone that has all of the items from these editions, and has had them for years, I do not care about exclusivity for these items. In fact when the Super Boosters started becoming frequent I had actually suggested a Hero Gear booster that features the in game items for these editions.
Now that we have the Paragon Market and this discussion has come up again, I'm going to reiterate that as an owner of these items I do not care about the exclusivity and would LOVE to see these items make their way onto the market. -
Are you dragging to another power, or to the enhancement tray?
I know they work cause I was able to drag 4 enhancers out.
Maybe it's a bug on Beta, that isn't present on live? -

I wanted to test Superior version this morning.
And also, how do I use Enhancement Unslotter? It says I can just drag the slotted one out to my enhancement tray but I swear it doesn't let me do that. It is confusing! lol I wanted to unslot my Stalker Guile from a-strike and put it in Uppercut to see how it performs.
As for the Unslotters, make sure you've claimed them from the email on the character your using. They'll show up as a special salvage in your inventory.
Once you have them in inventory you can drag enhancements out of powers. -

There are other bugs associated with this new ATO. Some people reported that you get put back in hidden from time to time.

From what we can tell this is working the way it's supposed to, as the proc chance is based on the recharge of the power. It's not exactly 100% though as I've had it not trigger.
So far no changes have been made to it in beta, and this behaviour is known. -

oh as to the main topic of this thread I had a crazy concept for an RP character, but it could probably work as an NPC as well.
What happens when a program designed to teach children about alliteration is accidentally installed into a robot designed to destroy everything?
You get the Alliterating Annihilator, the robot that destroys everything but only speaks using alliterations.
I see this working as something that was either produced in a Crey lab, or more likely out of Aeon Corp. -

animations are how something moves, graphics are effects that are created.
for those Forcefileds you mentioned....
How a FF user moves their arms when casting the field is an animation, the actual field itself is a graphic(or a combination of many). -

Brainstorm was a case of not so much breaking the Fourth Wall as taking it down with a wrecking ball and then scrawling graffiti all over it in neon colours. The phrase 'pants on head' springs to mind
Actually I'd say that when Brainstorm was first introduced in I9 for the invention system it was ok. When they decided to use Brainstorm again for Proliferation is when things went bad. -
the est place for that Proc is actually in AS itself. the proc has a higher chance to trigger off of higher recharge powers. Reports show that putting the proc into AS has it almost always triggering. Also by putting the PRoc into AS you have better control of when the proc goes off in your attack chain.
It would be bad for the proc to trigger after you've built 3 Focus, but before you use AS. Since the Proc can only trigger off of AS you never have to worry about a bad Focus stack leading to an unwanted HIDDEN AS. Also Build UP+As from HIDDEN, Proc triggers= Free follow up crit. -

Ninja Blade is fairly average in terms of damage output.
It looses out on a big hit from Hidden as the Tier 9 is a narrow cone and only has a 50 chance to crit.
However it does have a proper cone and with the tier 9 it does ok on AoE, not great, but not terrible.
Gambler's Cut is a proc monster because of the animation time and recharge and does good DPS but is bad for burst.
Divine Avalanche makes you nigh invincible when in melee/against lethal damage
Ninja Blade is entirely lethal damage which is very commonly resisted and in some cases to a large degree.
It's an average set. -
Shield Defense doesn't work for technical reasons, this being an offense set avoids those problems specifically Phalanx Fighting,Grant Cover,and Against All Odds.
Though I think Phalanx Fighting and Grant Cover are non issues now considering the Team based crits and the changes coming in I22. That just leaves AAO which might also be a non issue now considering the toggle suppression when Hidden.
hmm...seems the Stalker changes have actually removed most of the problems with Shield Defense. -

it's intentional as the damage comes from a pseudo pet. Lightning Rod is like that also and if Shield were ever ported Shield Charge would be too. Any powers that use a summon/pet don't break hide and I think that might also be true for other forms of stealth. -
Haven't run these missions yet, but after reading some of the stuff here, I may have come up with some reasonable justification for Liberty's decision.
Considering the events that led to the deaths in her family were done through magical rituals it's possible that those people can't be brought back to life(or that the ritual can specifically only bring back people that died fighting) so with these limitations in mind it would makes sense why Statesman or her mother aren't the targets for the ritual.
Now with that in mind why target Red Widow? Because Recluse is the only true family she has left and if she can bring him some happiness, he may open up to her and then she'll have emotional support from a family.
Alternatively if she's really gone over she may be trying to set up a surrogate family with Recluse and Red Widow filling the voids she now has.
Also alternatively she may be targeting Red Widow to see how/if the Ritual Works, and if there any drawbacks to the ritual they would be Recluse's problem not hers.
