The child of Faultline and Fusionette. With her mother's energy powers and her father's earth powers, she has an attention span of a hummingbird on crack. She can pluck boulders from the ground, convert them to pure energy and then hurl them at her opponents. She also taps into ley lines beneath the earth and manipulates them by will alone, causing them to erupt from the ground in exploding shards.
Her name?

Personally, I quite liked Dr Brainstorm, as it was an (at the time) rare example of applying an in game reason for a purely mechanical change.
Given that we used to get articles like the history of the red and green lines, the ferries and so forth written as Paragon Press news articles, and designed to *look* like newpaper articles, then after a long gap in the production of that stuff, anything was welcome, so far as I was concerned.
And as always with CoH, if it doesn't fit with *your* view of the game world, then just ignore it.

I'd never use a nuke in a superhero universe. You nuke a city, you kill 1.5 million people minus one. The last guy not only gets superpowers from the explosion, but ones that let him survive a nuke...and wow, is he torqued off

Brainstorm didn't. That was a case of mechanics not needing an in game explanation. Just assume that those powers had been there and carry on regardless.
Brainstorm was a case of not so much breaking the Fourth Wall as taking it down with a wrecking ball and then scrawling graffiti all over it in neon colours. The phrase 'pants on head' springs to mind

Actually, the characterization for the Well is, IMO, what I'd expect of something that rewards power to those it deems mostly worthy to wield it. When you've got -that- much strength and ability....well, I'll paraphrase two quotes from two of my favorite authors: "When you have phenomenal cosmic power and all the living space you can grab, seeing-things-from-the-other-fellow's point of view and self-introspection aren't usually high on your list."

Talking to Prometheus and various Dev comments shows the well is basically a personification of 'true human potential'. Anyone tapping into that power is basically breaking down the normal barriers and reaching their full potential, no matter the source.
The Well's 'personality' is also based off of what people believe and think, hence it's shift from, say, Greek times to modern day. Given how loopy modern day can be, it's actually a far better reason for why the Well is a little bit fruit loopy.
It's also not unique. A 'Well' exists for every species in the known universe. Which is why, apparently, the Battalion are so powerful; they conquer other races, and feed the power of their Wells to their own. They are essentially a race of full Incarnates.
I admit, looking back at the newer writing the Well lore doesn't sit as badly as it used to. How important clarity is, eh?

Okay, here's mine.
Harper Valley, PTA
As director of the Paragon Transit Authority, Valley is charged with making sure the trains run on time (as well as the teleportation devices, interdimensional portals, and temporal gateways). He was appointed to this position shortly after the First Rikti War, and assigned the responsibility for overseeing the construction and maintenance of the tram tunnels through the War Walls. However, as a politically appointed bureaucrat, he was open to pressure and *ahem* financial considerations, leading to the building of enormous unprotected tunnels through those tremendously expensive force fields.
As the saying goes, power corrupts and absolute power corrupts absolutely*, but a little bit of power just makes you a jerk. Valley wanted to ensure his job security, successfully lobbying for a an ordinance outlawing the use of cell phones between superheroes and their contacts until the rather lengthy form 27B-6 was completed and notarized. This forced heroes to ride the trams -- increasing their popularity among the hero-worshipping citizens -- just to ask the police for more information. Fortunately, in the last round of elections many of Valley's cronies lost their positions, and subsequently overturned that ordinance.
Even with his reduced stature, Harper Valley is still a force to be reckoned with. He wields the power for which there is no defense: Red Tape. Be careful if you cross him, or you may well find yourself with your PTA transit pass revoked, and walking back from Ouroboros is no fun at all.

Actually I'd say that when Brainstorm was first introduced in I9 for the invention system it was ok. When they decided to use Brainstorm again for Proliferation is when things went bad.

oh as to the main topic of this thread I had a crazy concept for an RP character, but it could probably work as an NPC as well.
What happens when a program designed to teach children about alliteration is accidentally installed into a robot designed to destroy everything?
You get the Alliterating Annihilator, the robot that destroys everything but only speaks using alliterations.
I see this working as something that was either produced in a Crey lab, or more likely out of Aeon Corp.

Going off of your post, a lot of that would make sense. Might even explain as to why it (it being the 'Human Potential' Well) has Emperor Cole is it's champion (if all the normal citizens in Praetorian Earth believe in him, coupled with his own inflated sense of self-importance and the Praetor's, plus the fact that he's already an incarnate of Zeus...). Besides, Emperor Cole seems to be the only one of the Marcus Coles who has been able to fully reach and tap his full potential (given that the others are held back by either death, ethics, or being physically trapped somewhere).
And yeah, I agree that the recent stuff makes the Well storyline a good bit more workable.

You know, I really wish I knew how to code. I'd love to create a random generator tool where it has all the male NPCs from COH and all the female NPCs from COH, and voila, instant pairing. (Or you could set it for same gender relationships, in the interest of equality, and leave the exact nature of how offspring are produced to the modern wonders of handwavium science.)

My idea is the Undefeated Intangible Swarm. He is a hero who had some of his internal organs replaced with Devouring Earth swarms in a mad experiment. He only survived because he never gives up. He escaped from his captors because he was able to become intangible
UIS refusal to admit defeat would turn every mission he is in to a defeat all mission. Every time someone targets him, injures him or debuffs him his body releases a group of swarms. When he is targetted he goes intangible
Another idea is The Tosser , a named Redcap Boss. His only power is a ranged attack where he throws out those large redcaps that throw small redcaps at you. He is attemping to destroy the Crotoa Tramstop by gathering a huge army of redcaps to hurl at it.
My awful RP idea is the Jackal Lantern. He is the son of a mixed marriage between a Warwolf and a Streng. He has suffered discrimination at the hands of both Warwolves and Streng. This would lead to all sorts of bad twilight quotes. During the Halloween event mission people would discover he is dating a named female war wolf boss but he is cheating on her with a female streng named "Big Pumpkins"
