Undeniable fact is that a significant portion of the potential player base does consider PVP a necessity and COH has lost business due to the lack of PVP.

Now I may try an alt that uses the mentioned powersets.
IMO they need to be balancing around endgame now anyway, so it's possible this is considered necessary to bring the buff sets up to par. -

IMO, it's better for boosters to include travel and convenience powers. Due to Ninja Run you can skip the pool versions easily now anyway. -
This is easily the most complete pack across the board, costumes, abilities, everything.
That said it is seriously limited by gender and customization restrictions so here is how it can be even better:

A few of the story arcs are well written plots, such as Faultline, but most are just excuses to do whatever it is you are doing. -
Dark Servant can't be renamed or controlled. I'd always considered this due to it being a secondary, but it is the only case of AT abilities (controller mag, domination) not applying to a secondary.

Some sets can slot the recharge intensive auras and some can't.
Especially significant if you consider:
Ninjas and Mercs are considered the weakest primaries
Robotics is supposed to be the defense specialist, but Thugs get more due to the auras
It's among the few benefits mastermind primaries can receive from IO bonuses
The incarnate trials will demand far more survivability
Solutions:
* Let the sets be used by regular henchmen. It's already possible to slot them to recharge with sets and even the regular summon purple set.
* Add some sort of functionality to their buffs so that slotting the sets is sensible. Especially due to the powers Serum and Repair generally being considered useless. Examples include:
Adding a miniature robot swarm to repair
Making repair capable of a rez to further distinguish robotics as a defensive set
Letting weak recruit ninjas use the stealth of the ninja smoke bomb to spawn and assist their master
Serum not only adds a buff but equips a henchman with a gun drone
Add an enhancable buff to any of them (to justify the slotting of an offensive set)
Serum is a buff to the mind and body so the henchman gets a psionic drone -

To me, CARE is the only important moral. Fairness is important as a subset but in any conflict CARE is the priority. But each of the moral dimensions exists as an instinct and everybody has them.
There are people who are simply wired by environment and/or genes to listen to those instincts at varying rates. Due to how authority has generally meant 'killing' it's probably adaptive. -

It sounds like the objection was not that they look bad, but that they look like crystals more than ice.
Which is silly. Ice can be a type of crystal, but beyond that, people RP their powers as other things often and a major use of customization has been to make them represent different concepts than what the set is intended to be. And that can be a huge asset as a way to add "more sets" without developing more sets.
It's just railroady.
Much like how you could not have an emp villain just because it had a word in its name that was considered inappropriate. And of course it is moot now. -

Every argument against can be resolved by implementing it as a 'rebirth' starting at 1 but keeping badges.
Any counter to that must be economic IE 'it may be hard to do that because of what happens if a level 1 has X badge.' However beyond implementation speculation there is no reason not to believe it would be a significant improvement to be able to retcon (appropriate name for it), particularly if new powersets become available. -
