Being as some of the things to test are, powerset proliferation, the new tutorial and the new starting arcs, I'd say starting at 1 is a good idea

I find Keyes quite fun and its pretty simple to grasp
Each reactor you have to shut off the 10 consoles, how you get the temp powers to do it does vary between the reactors, but at its heart that's the essence of the trial
Shut the three reactors down, then the big fight versus AM as a finale. -

I think you would be looking at a couple of points of damage maximum, and a recharge bonus that is less than a single uncommon IO set bonus (5%).
Really minimal changes in power, and hardly worth anyone's concern. -

For the initial slug its one per vet badge (3 months).
So you should get ~30 for the current time and 1-2 more by the time Freedom launches. -
All those times I have knocked mobs into a tar patch, ice slick freezing rain and the like must be my imagination I guess.

One of these powers is not like the others. A centered on self PBAOE simply has to cause scatter. A well positioned cone (and shockwave is not a melee cone it has 30 feet range) simply doesn't. In fact can be used to group in the way that all LB powers when there is a convenient wall or corner.

The cap is related to the binary amount that can be saved as a 32 but signed integer (approx 2.1 billion inf)
In the old-old days I recall seeing screenies of folks who went past the max limit of that and ended up with roughly -2.1 billion inf.
It affects relatively few folks, and there is an easy workaround.
Recoding that to a 64 bit integer (if possible at all) is certainly non-trivial in time, effort and most importantly bug checking. -

Grinding 6 accounts in my case to 50 though could be time consuming
