Your choice. I think it has an old copy of umm Virtue on it from the last test. Or maybe they cleared that. Anyway it's your call. If you don't copy a character over you'll need to create one starting at level 1 to test it out. That is unless you already have played on the beta server in which case your characters from the last time are probably still there.

Being as some of the things to test are, powerset proliferation, the new tutorial and the new starting arcs, I'd say starting at 1 is a good idea

Well I know that some of the power sets are locked until you buy them and they aren't giving us points to test with for a few days. But here is hoping that one or more of the new sets is unlocked. I think time manipulation is unlocked at least.
Anyway I'll be creating a level 1 character because I want to see the new starting arc and zone. After that I'll jump on a higher level character to do more testing.

I would copy over a toon , but also start a new one so you get to see all the new stuff as well.

So i try to log in and it tells me that my account has no access to this server (Beta Server 01 ... the only one "up")
Account ***** is not allowed on this server. reason: Public access to this server has been disabled.
So, then i ask, how do i get into the beta ? or is the Public beta servers just down ?

You are on the right one, it is sometimes a bit finicky about letting folks in right now. I have heard that checking the box linking your account to an existing one helps. OTOH, if the store is still down, that may be preventing you from getting validated as a subscriber. One of the problems with betas, things don't work right.
