as I said in the first thread. I like the basis of the suggestion, the costs may need to be tweaked, but this would address some of the gaps in pool C drops caused by merits.

Taking someone off the street and locking them up without due process.
Is that evil, or merely an infringement of liberties.
What if that person is carrying a highly infectious disease and needs to be quarantined, even if it is against their will ?
What if the person is accused of thought crimes, and polluting the population ? -
If you directly purchase it with the slider set to 25 it will be 25.

Was pillboxing solo, got jumped by a Dom doing it.
Backed out of range of the pillbox weapons, then tried to put up as good as fight as I could.

Thats generally my approach, An 8 man gank squad I'd normally just try to evade, but under the current rules, the chances of that are slim to none. -

The Pacific Islands campaign generally is not something I could ever imagine living through, and Okinawa was one of the worst of the lot. -
Its a combination of intent, the viewpoints of others and history.
The Spanish inquisition for example. Supposedly the INITIAL inquisitors initially believed that they were genuinely trying to save people from a fate worse than death, that of eternal damnation and suffering.
Were they evil ? I mean the whole burning people alive suggests so, but the intention was good.
Its is of course compounded by the historical fact, that thew inquisition was most definitely hi-jack by those whose intentions were not genuine, and used for political monetary and power reasons.
There is very little which is ultimately evil and very little which is truly selflessly good. There is a huge continuum with rapidly changing rules, and history which changes the rules on you even after the event.
Of course people (including myself) ascribe evilness to actions which really are more sickness/mental illness. There are some lines that society is loathe to forgive, and to justify that failing in ourselves we project evil. -
The have high melee and ranged defence.
Hit them with an AOE typed attack if you can. Cuts right through. -

Crafting and slotting level 50 commons is pretty much a mugs game for at least half those slots.
Save them for where you would only slot a single SO
Taking damage in attacks as an example.

When slotting 3 of the same type of IO (Dam, Damres, Def, Heal, Recharge) being the most common you are paying roughly 15 times the cost of SOs for a marginal increase.
Greening the SO up to 50++ gets you almost half of the increase at a much more reasonable costs.
Using level 40 IO gets you a better boost that the 50++, at a roughly comparable cost when you buy from the table and craft.
I am not going to dispute that doing what you are doing can lead to inf poor 50s. I am pointing out that doing it the way you choose to (and it is your choice to act however you wish within the EULA) is the primary cause of it.
If you are insistent of using level 50s, buying the ready crafted common IOs will save you inf, as the field crafters can pump them out at 25% of the cost of buying the recipe from a table and crafting it yourself. Even providing them with a markup, you save a great deal of inf. -

Levelling a character to 50 pre-I9, did mean that very often they had to scrimp and save for SOs, then hit 50 with a small but significant amount of inf
Levelling a frash character (blueside) post I9 even just listing the recipes and salvage that drop for 1 inf makes you far more inf than ever was feasible under the old system
Redside it is still a lot tougher, as the salvage especially tends not to sell for as much, but even then I haven't had a character levelled post-market that struggled to cover basic DO/SO or common IO needs.
You really can't ignore if a 50 got there pre or post I9 when discussing inf. -
Rad is going to be more offensive, Dark will tend to be safer.
Both are excellent choices. -

Now admitedly I'm no expert, but he isn't even that hot looking.
Maybe if he looked after himself, got a replacement eye and that kind of thing he wouldn't need to carry out this cry for attention.
I pity the poor fortunata who has to re-educate him. It will be a disturbing task for her. -
The basis certainly seems reasonable.
The charge should be decently steep, 1 million/level may be a touch too high, but its certainly no so far out of whack as to be a silly amount.
Like others, I like the fundamental idea and can't see any imediate showstoping exploits this would open up.
Now coding it may have em, but design wise it looks great to me. -
One further point.
Setting the end cost to the suggested 45 per bubble, is a very large dent in the effectiveness of a buffer in a duo.
Not everyone plays constantly on large teams, I enjoying just grabbing a character each and getting in game with my wife whilst we chat about other stuff.
I bring a bubbler and the first thing I have to do every mission after giving buffs is take a knee ? No thanks. -

Outside of any debuffers, toggle dropping. (which is why i do tend to be pro-active with them). There is little loss to the team of a few seconds on inactivity.
Heck blasters keep blasting with their tier 1 and 2 attacks through the mez these days. -

If you want proof I'll point you to the merit prices that they set for IOs. The rare enhancements are between 125-275 merits each and even the uncommons are 50-75. That means they expect you to spend between 2.25 and 13.75 hours for every set IO you want (and purples would presumably cost a LOT more). So fully equipping a level 50 with set IOs would take you between 200 hours and 1250 hours of play depending on exactly what you wanted, and goodness only knows how long it would take if you wanted a purpled build. The advantage of the current system is that at the moment you can do an end run around that. Even if you have no interest whatsoever in marketeering or farming there are plenty of IOs which have an inf price far in excess of their merit cost (LotG 7/5%s are the prime example). Trading merits for one or two of those can easily provide the inf required to fully equip a character.
No before you say that the times I quoted above are unrealistic and that the devs would set the prices lower I will point out two things. First off those are based on the prices they set when they introduced the merit system and the merits system was specifically designed for people who wanted to get gear without farming or marketeering. So clearly the devs believe that those sort of time lines ARE reasonable. Secondly this game is casual friendly but not all players are casual players. there are plenty of people who want to have to spend time acquiring a full set of IOs, it's a goal to work towards and for some peopel that is a good reason for playing the game. They don't want to have full IO sets handed to them on a silver platter. On the other hand IOs are not required for any content so the game itself appeals to both casual and non-casual. Casual players can use IOs and still enjoy everything the game has to offer. Non-casual players have goals to work towards.
tl;dr version: This would be fine for farmers and suck for everyone else.

IO'ing character is meant to be a time sink/end game content, and should always remain so. -
