Okay, I'm very very positive that BP minions used to spawn during the day and the Bosses would spawn only at night, this either has been changed during a recent patch/issue, I just don't know when.
I have been playing for a very long time and have hunted many BP along the Argo Highway.

Of course, once they have spawned at night, if there is anyone in the area they'll stick around right into daylight

It hasn't been really recent...I've only found them from around dusk to dawn in that area for the last 5 years or so. It's only changed when they have a perpetual night even going, like the Halloween event or something, so that it's night all day, as well.
You may have been thinking of Dark Astoria. In DA you will find BP all the time, but the masks only pop during game nights.

This means it IS possible to find them there during the day (including the Masks), but certainly can't count on it.. and if you defeat them, they wont respawn again until nighttime.

On my recent badge hunts, I used the spot in Talos until daytime, then I ran to DA to kill masks (and Sorcerers) in there until night came again. (I know when it's nighttime based on real time)
