Merit Purchases
You can specify the exact level of the recipe you want to buy with merits, there's a bar with a sliding indicator at the top.
If you directly purchase it with the slider set to 25 it will be 25.

It's the regular IO's that run in increments of 5. So they won't show up if you have the slider set to 27 or some other "in between" number.
The set IO's will show as long as the slider is set to any number within the set's level range.

If you roll however, the slider does squat. For rolls, the recipe is at your exact level, or the highest level it exists at (if you are higher), or the lowest level it exists at (if you are lower).
The slider only affects direct purchases.

Actually, the slider does have an effect on random rolls. It restricts which sets are available for the random roll by only allowing those that can drop at the level you set.
So, if you're level 50 and you set the slider to 45, you have zero chance of getting a recipe that occurs at level 10-40. The only recipes possible will be those that can drop at level 45. |
I leave my slider at the default level (50) and roll in 40-44 (By clicking on the 40-44 button) and have often gotten recipes that cap at 40. The slider does nothing to random rolls.

Level 40 recipes such as Miracle and Impervium Armor can and will drop at these settings.
3> The "No. Not true at all." part should have made it obvious I wasn't agreeing.
EDIT: Ironblade's post says that I shouldn't be able to get the 40's, because my slider is set wrong. If you read what it says on each of the Recipe Roll windows though (Yes, it's partially obscured on my screenshot), it explicitly states how it works, and contradicts what Ironblade is saying.

I've got a lvl 35 toon. I want to use merits to purchase a recipe. If I select a Luck of the Gambler: Defense/7.5% recharge in the lvl 25 range, will it give it to me at lvl 25 or 35?
