Espescially, does the buff still have a shorter duration for non fire based attack ?
So it's like every attack you make gets an extra Fire damage component added to it which does 45% of that attacks "normal" damage (taking any and all Damage Buffs into account).
Head Splitter does 162 damage base. Slotted up (95% from 3 Damage SOs) lets call it 315. With FE active you'll do 315 + 142 Fire. With Build-Up also active you'll do 477 + 215 Fire. If that Crits (15% chance) you'll do 477 + 477 + 215 for 1170 damage in total.
This makes it brilliant for a Broadsword since you do sick orange numbers, especially if you also trigger Build-Up (it also makes it totally brilliant on a Brute since this extra fire damage component also gets the damage buff from Fury).
Overall I think Fire Armour suits Brutes more now for various reasons (and Shields suit Scrappers more), but of course Brutes can't get Broadsword and Parry is excellent coupled with FA.
You can also of course go with Katana which has better animation times than BS and thus has an edge over it. Smaller orange numbers but they come more quickly (I went Broadsword because no man in a kilt is going to be faffing around with a katana). -

While Wormhole is indeed unique it is one of the powers that allows the Grav to grief his/her own team. This can be through malicious intent or through sheer newbieness.
I once teamed with a player that used wormhole and insisted on teleporting the entire spawn out of debuff patches and into the back amongst the squishys.
Add in the ITF newb that accidentally wormholed part of the Minotaur's spawn off of the edge of the cliff and down in the water (where it took the team roughly 15 extra minutes to find all of the displaced mobs) and you have just the tip of the iceberg of how bad grav can actually be.
For Dominators Gravity is easily the worst though, any single target damage advantage it might have for Controllers is just worthless on a Domi. Ice Control on the other hand dovetails nicely into a number of the Assault sets (although not Ice Assault particularly). -
The catalyst was Going Rogue I think. Suddenly players could make heroic Dominators and that's lead to a lot of people trying the AT in Praetoria. Plus of course Elec Control was one of the new shinies when GR came about so people were drawn to it and discovered how great Domis are nowadays.

The Quantum Thief. Best sci-fi book I've read in absolute ages. It's a great, great book.
Although I've heard it's not due for release Stateside for a while and I can't find it on Kindle.
In the meantime Iain M Banks books if you're looking for a highly detailed setting. Start at the beginning (although I didn't, I started with The Player of Games). His latest, Surface Detail is excellent, but you want to read the older ones first (Consider Phlebas is the first).
*Edit, ooops, just spotted that you've already started on them. I've just started reading The Wind-up girl which is available on Kindle. So far I'm enjoying it, but its early days. -

Overall it seems to stem from the idea that the quickest way to gain XP is to always fight enemies which are +2/+3 to the leader. I've been on missions where it's taken 3 team trips to the hospital and 20 minutes to take down one NW boss in the 20s before the leader would agree to drop the diff like I was asking.*

But Aura is a PBAOE, so when you fire it they aggro because you've just appeared in the middle of them (even though they get confused a split second later). It's down to them "spotting" you when triggering it, not any aspect of the power itself. -

There's a lot more that you can do with these builds, such as slotting some uniques, but these builds will give a focus on spending infamy until the global recharge goal is met. Once that's obtained, then the other toys can be thrown in.
I actually created an Electric/Energy myself a couple of hours ago, as I had been wanting to try out Electric control. So far I love it!
The toon is Electronomicon on Virtue, in case you play on Virtue.
The Forced Feedback proc tends to be more worthwhile in AOEs though. For an elec/nrg that's really only available through specific APPs though (primal and psi mainly). The cone in primal does knockdown, not knockback, so its a good candidate for one, as is Psi Tornado. -

With Necromancy it should work well too, nice amounts of control (use the Lich as your proxy controller, control him as much as possible and slot him for ToHit debuff).
The thing with Necromancy is that you should want your Henchies to die a bit, so you can Soul Extract them, spirits are much better than Zombies. Having SE perma and letting / sacrificing zombies to raise Spirits is actually a good idea. With Trick Arrow you'll have no problem getting zombies killed while you work on control, debuffage and raising those luckless zombies. -
Also, Melt Armour is pretty much dirt on a Domi. A 10% resist debuff isn't much to write home about given the base 200 second recharge.
I'd personally take Assault instead and shunt the excess slots to Fire Shield.
Other than that I agree with Ex. Not slotting 2 of your heaviest hitting ranged blasts is odd.
The only build I have is my planned frankenslotting build (I don't really do expensive set builds), but Techbot Alpha also has a build listed here in this thread which might give you pointers. -

Michael Gambon was simply amazing (as expected) in the episode as I thought he'd be, he made the episode for me. Excellent episode and any fears I had of it being just a Christmas Carol rehash were soundly trashed.
Katherine Jenkins wasn't as wooden as I thought she'd be either.
As for all the time shenanigns I'm simply past caring about things like that any more, Dr Who has always been all over the place in terms of canon anyway and a mere pink ape like me can't hope to comprehend the rules governing time travel. It was done well, it was very enjoyable to watch. That's enough for me. -
NRG gets an earlier single target ranged chain thanks to Power Push (PP is a brilliant, brilliant attack now: good damage, quick animation time and ridiculously high base accuracy), up until you get Embrace of Fire NRG will do better single target damage.
The other drawback of fire is the lack of control and the DOTness of the PBAOE and Incinerate. NRG does up-front, chunks of damage rather than DoT which can be more useful.
Fire gets better damage overall and Breath of Fire is great on a Domi (especially when you get EF). Fire becomes beastly later on and speeds ahead of all the other secondaries in terms of raw damage. Especially now that Domis can get the Fire APP in the 40s and boost the AOEs with Embrace of Fire.
By the way the belief that Pseudopets don't benefit from Power Boost is incorrect. I've tested with Electrics chained confused, they do get Power Boosted all the way down the pseudopet chain. Earthquake won't get it's knockdown boosted but should get it ToHit debuff increased while PB is active.
Gasses should also get the holds boosted for 15 seconds, but since they are short duration, reapplied holds it isn't that great a boost.
So Earth doesn't benefit hugely from Power Boost, but its down to the mechanics the Pseudopets use (short durarion, reapplied mezzes / debuffs) rather than the fact it uses Pseudopets at all. Stalagmites gets a full boost to it though since it's a direct, relatively long lasting single mez rather than a short duration reapplied one.
The "worst" set for Power Boost is probably Ice control since Ice Patch only does knockdown, Arctic Air does short, reapplied confuses and -recharge isn't Boostable at all. -
I use Thunderbird across the board too, works well and behaves itself mostly. Use it in work too as our primary Email Client.

Stupid Dominators. Stop being so fun. Made another Domi alt last night, an Ice/Thorn sea urchin which seems like it could be chaotic fun.
Was playing my Earth/Fire solo during the week. Wasn't really feeling it too much until a Tip mission I was running decided to throw 3 ambushes at me one after the other almost instantly. Then I remembered why I like him so much. -

If the only thing you care about is how much damage an AoE does each time it recharges then yah the two powers are very similar. Otherwise PSW does a lot for shorter recharge, quicker animation and lower end cost.
Drain Psyche is the gem of the set though, super, super power. Combine with Combat Numbers and it's great fun seeing how ridiculously high you can make your Regen and Recovery. -
I hate it too, looked like we were going to get away with it this time around in Dublin but last night and today it's been back with a vengence. Plus the council appear to have run out of salt and are resorting to sand (which doesn't work).
Happily I can walk to and from work anyway, no need to rely on crappy wheeled transport. -

Overall the set is better though -
Robes, jackets and other bulkier tops work well to do this, along with thickening the waist.

Alright, let's roll.
The City of Heroes costume creator. One of the most amazing parts of the game. The literal millions of options are astounding, yet I can still find few faults.
Namely, the abilities to make your cleavage larger then your head. Real girls, in real life, don't have breasts that big. And that bothers me a lot. I'll admit I'm sensitive to that stuff, I am not as.. endowed... as others, but still! I imagine that feature was developed by males, for males. All the females I know set their cleavage at a minimum, because thats an actual size.
Mind you I always set em to the lowest setting as well and I'm a man. Having them set so high it looks like a pair of Captain Picards have decided to nestle in your spandex is silly (especially for anyone who is supposed to basically be an athlete). -

In fact my Fire/fire dom is the most damaging toon I have. It beats my en/en blaster and my brutes easily. I rarely target minions at all as they are hit by AoEs and just melt.
Liliaceae's guide is an excellent, up to date rundown of all the sets though, it even includes Elec Control.
Elec Control is actually fairly good as a small team Dominator. The plethora of quick recharging soft controls make it very responsive IMO. I love playing my Elec/NRG on smaller teams and he's a very efficient soloer.
Mind Control is also an excellent Domi for small teams. -
Some slightly different Domi suggestions:
Ice/Thorns/Ice with the Thorns rejigged to look like icicles. Ice Assault isn't the greatest with Ice Control, simply because Power Boost is a bit wasted. Plus Chilling Embrace is sorta unneeded. Thorns gives you heavier hitting attacks and is a bit more melee orientated (eventually) and Aim works well on Domis now.
Another alternative might be a Ice/Earth/Ice domi with the Earth Assault attacks set to the Crystal look.
